Job Overview: The primary objective of this consultancy position is to develop a comprehensive concept for enhancing the biodiversity monitoring system in Kyrgyzstan. The consultant will be responsible for preparing the Terms of Reference (ToR) for the implementation of this system, ensuring that it meets both national and international standards. This role requires a deep understanding of biodiversity issues, monitoring methodologies, and the ability to integrate local systems with global biodiversity platforms. The consultant will work closely with various stakeholders, including government agencies, NGOs, and international organizations, to ensure that the monitoring system is effective and sustainable. The assignment is expected to be completed within a period of 25 working days over four months following the signing of the contract.
Duties and Responsibilities:
Conduct a thorough assessment of the current biodiversity monitoring systems in Kyrgyzstan, identifying gaps and areas for improvement.
Develop a detailed concept for an improved biodiversity monitoring system that aligns with national policies and international best practices.
Prepare the Terms of Reference (ToR) for the implementation of the new monitoring system, outlining the objectives, methodologies, and expected outcomes.
Engage with stakeholders to gather input and feedback on the proposed monitoring system and ToR.
Ensure that the new system is designed to integrate with global biodiversity monitoring platforms and frameworks.
Provide recommendations for capacity building and training for local stakeholders involved in biodiversity monitoring.
Prepare a final report summarizing the findings, recommendations, and the developed ToR.
Required Qualifications:
Advanced degree in environmental science, biology, ecology, or a related field.
Strong understanding of national and international biodiversity policies and frameworks.
Excellent analytical and problem-solving skills.
Ability to work collaboratively with diverse stakeholders and facilitate discussions.
Strong written and verbal communication skills in English.
Educational Background: A Master's degree or higher in environmental science, biology, ecology, or a related field is required. Candidates with a Ph.D. in a relevant discipline will be given preference. Additional certifications or training in biodiversity monitoring or related areas will be considered an asset.
Experience: A minimum of 5 years of professional experience in biodiversity monitoring, environmental assessment, or related fields is required. Experience working with international organizations, particularly in the context of biodiversity projects, is highly desirable. Proven track record of developing monitoring systems or frameworks will be an advantage.
Languages: Fluency in English is mandatory. Knowledge of Russian or Kyrgyz is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultancy.
Additional Notes: The contract duration for this consultancy is for 25 working days within a 4-month period following the signing of the contract. This position is classified as an individual contractor role, and it is expected to be a full-time engagement during the assignment period. The consultant will be required to submit their proposals directly through the UNDP supplier portal, and any inquiries regarding the tender must be made through the messaging functionality in the portal.
