Job Overview:
The position involves providing specialized training on Ethics and Anti-Corruption for the Administrative Inspection of Montenegro. Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Conducting a needs assessment to identify specific training requirements related to ethics and anti-corruption for the Administrative Inspection of Montenegro.
  • Developing a comprehensive training curriculum that addresses the identified needs and aligns with international best practices in ethics and anti-corruption.
  • Delivering engaging and interactive training sessions that facilitate learning and encourage participation among attendees.
  • Providing practical examples and case studies to illustrate key concepts and enhance understanding.
  • Evaluating the effectiveness of the training sessions through feedback and assessments, and making necessary adjustments to improve future training.
  • Preparing a final report summarizing the training activities, participant feedback, and recommendations for further capacity building in ethics and anti-corruption.

Required Qualifications:
Candidates must possess a strong background in ethics, anti-corruption, or related fields, with a proven track record of delivering training programs. They should have excellent communication and facilitation skills, with the ability to engage diverse audiences. A deep understanding of the legal and institutional frameworks governing ethics and anti-corruption in Montenegro is essential. Additionally, candidates should demonstrate cultural sensitivity and adaptability to work effectively in a multicultural environment. Experience working with governmental or international organizations is highly desirable.

Educational Background:
A minimum of a Master's degree in a relevant field such as Public Administration, Law, Political Science, or a related discipline is required. Additional certifications or training in ethics, anti-corruption, or governance will be considered an asset. Experience:
The position requires a minimum of 5 years of professional experience in the field of ethics, anti-corruption, or governance. Familiarity with the specific challenges and context of Montenegro's administrative practices will be an advantage.

Languages:
Fluency in English is mandatory, as all training materials and sessions will be conducted in English. Knowledge of Montenegrin or Serbian is considered a strong asset, as it will facilitate better communication with local participants and enhance the training experience.

The contract duration for this consultancy is from February 28 to March 31, 2025, encompassing a total of five consultancy days. This position is classified as an individual contractor role, and it is expected to be a full-time engagement during the specified period.
