Job Overview: The Social and Environmental Safeguards Expert will be engaged by UNDP Mongolia to provide specialized technical expertise for the project titled 'Support National Biodiversity Strategies and Action Plans Update and the 7th National Report'. This role is crucial in ensuring that the project aligns with national and international environmental standards and safeguards. The expert will work closely with the project team to assess and enhance the environmental and social impacts of biodiversity strategies, ensuring that they are sustainable and effective. The position requires a deep understanding of biodiversity conservation, environmental policies, and the socio-economic factors that influence environmental management in Mongolia. The expert will also be responsible for providing recommendations and strategies that support the integration of social and environmental safeguards into the project’s framework, thereby contributing to the overall success of the initiative.
Duties and Responsibilities:
Conduct a comprehensive assessment of the current biodiversity strategies and action plans in Mongolia, identifying gaps and areas for improvement.
Develop and propose social and environmental safeguards that align with national policies and international best practices.
Collaborate with stakeholders, including government agencies, NGOs, and local communities, to gather input and ensure that the safeguards are inclusive and effective.
Prepare detailed reports and documentation outlining the findings and recommendations for the project team.
Facilitate training and capacity-building workshops for project staff and stakeholders on social and environmental safeguards.
Monitor and evaluate the effectiveness of the implemented safeguards, making adjustments as necessary based on feedback and changing circumstances.
Required Qualifications:
Proven expertise in social and environmental safeguards, particularly in the context of biodiversity conservation.
Strong understanding of national and international environmental policies and frameworks.
Experience working with government agencies, NGOs, and local communities in Mongolia or similar contexts.
Excellent analytical and problem-solving skills, with the ability to develop practical solutions to complex challenges.
Strong communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
Educational Background: A minimum of a Master’s degree in Environmental Science, Biodiversity Conservation, Social Sciences, or a related field is required. A PhD in a relevant discipline would be an advantage.
Experience: At least 5 years of professional experience in social and environmental safeguards, biodiversity conservation, or related fields is required. Experience in project management and implementation in the context of UNDP or similar organizations is highly desirable.
Languages: Fluency in English is mandatory. Proficiency in Mongolian is highly desirable, as it will facilitate communication with local stakeholders and enhance the effectiveness of the project.
Additional Notes: The initial contract duration is set for 90 working days over a period of 10 months. This position is classified as an individual contractor role, and candidates are expected to submit their proposals through the UNDP supplier portal. The deadline for proposal submission is 19-Feb-25 at 02:00 AM New York time. The position is open to national consultants, and compensation will be commensurate with experience and qualifications.
