Job Overview: The position of National Expert for Needs Assessments and Referral Units (NARU) involves providing technical assistance to 15 municipalities in Albania. The expert will support the establishment and strengthening of NARU structures, which are essential for assessing needs and coordinating referrals for social services. This role requires mentoring local staff, developing training materials, and ensuring that NARUs are integrated with local social service systems. The expert will work closely with the Ministry of Health and Social Protection and local governments to enhance the functionality of these units, which play a critical role in preventing institutionalization of vulnerable individuals and families.
Duties and Responsibilities:
Identify and assess the needs of individuals and families requiring support.
Conduct initial assessments of needs and risks for individuals in need.
Provide information and facilitate public consultations regarding rights and available services.
Prepare individual care and support plans.
Assist in the documentation process for individuals to access various services.
Populate the National Electronic Register on case management.
Review and improve existing guidance for establishing NARUs.
Organize consultations and meetings with municipalities to provide guidance on NARU structures.
Explore options for establishing NARUs in targeted municipalities. 1
Develop a mentoring plan and conduct mentoring sessions with local representatives. 1
Prepare a final report with recommendations for scaling up support and capacity building for NARUs.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or higher) in social sciences, public policies, development studies, or a related field. They should have at least 10 years of proven experience in planning, implementing, assessing, designing, and evaluating social protection policies at various levels. Experience in local social planning, particularly with children, youth, and women, is advantageous. Additionally, candidates should demonstrate experience in engaging with key stakeholders, particularly local governments, and possess excellent writing skills in both English and Albanian.
Educational Background: An advanced university degree (Master’s or higher) in social sciences, public policies, development studies, economic, public administration, communication, or a related discipline is required for this position.
Experience: The position requires a minimum of 10 years of relevant experience in social protection or social services policies, particularly at the central or local level. Experience in supporting local social care structures, especially NARUs, is highly desirable. Candidates should also have a background in engaging with local governments and stakeholders.
Languages: Fluency in English and Albanian is mandatory. Proficiency in additional languages may be considered an asset but is not required.

The selected candidate will be expected to submit a financial proposal in local currency, including consultancy fees, travel costs for visits to municipalities, and other expenses.
