Job Overview: The Programme Management Officer will play a crucial role in the development, implementation, and evaluation of organizational initiatives that enhance impact-oriented programme and project planning, monitoring, and reporting within the UN Secretariat. This position involves working closely with the Controller’s advisor to ensure that all funding sources, including assessed contributions and voluntary contributions, are effectively managed. The officer will be responsible for driving change management initiatives to institutionalize results-based management, linking results to resources, and ensuring a coherent approach across the Secretariat. The role requires a strong analytical mindset to monitor and analyze programme/project development and implementation, identify issues, and propose corrective actions. The officer will also engage in capacity-building activities, assist in policy development, and prepare various written outputs to support decision-making processes.
Duties and Responsibilities: The Programme Management Officer will be responsible for a wide range of duties including: participating in the development and evaluation of organizational initiatives; assisting in driving change management; monitoring and analyzing programme/project development; reviewing relevant documents and reports; identifying problems and proposing corrective actions; performing capacity-building activities; conducting research and analysis; assisting in policy development; preparing written outputs such as background papers and reports; providing support for meetings and conferences; conducting outreach activities; coordinating budget and funding activities; collecting and analyzing data to identify trends; and performing other duties as required. This role requires a proactive approach to problem-solving and the ability to work collaboratively with various stakeholders.
Required Qualifications: Candidates must possess a strong understanding of programme and project management theories and concepts, particularly in relation to the use of Umoja's Strategic Planning, Budgeting, and Performance Management systems. The ability to identify and analyze issues, conduct independent research, and manage conflicting priorities is essential. Candidates should demonstrate professionalism, teamwork, and effective planning and organizing skills. A commitment to gender perspectives and equal participation in all areas of work is also required.
Educational Background: An advanced university degree (Master’s degree or equivalent) in business administration, public administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: A minimum of five years of progressively responsible experience in project or programme management is required. Candidates must have experience using ERP systems such as Umoja for managing projects or programmes, as well as experience in planning, designing, and implementing business process improvement projects. At least two years of experience in data analytics or a related area is desirable, along with experience working with Implementing Partners.
Languages: Fluency in English, both oral and written, is required. Knowledge of French is desirable, and knowledge of another official United Nations language is considered an advantage.
