Job Overview: The consultant will be responsible for the successful development of a Final Report on Data Collection for the National Inventory of Banks, which is to be submitted to the 97th Executive Committee Meeting. This role involves working closely with the UNEP OzonAction Branch under the Law Division, which is one of the four Implementing Agencies under the Multilateral Fund for the Implementation of the Montreal Protocol. The consultant will engage in a comprehensive data collection process to inform the Government of Belize, Guyana, and Grenada about the management of controlled substances, ensuring that the project objectives are met effectively. The consultant will conduct desk studies, develop stakeholder databases, and prepare detailed reports in accordance with UNEP and MLFS guidelines.
Duties and Responsibilities: The consultant's duties will include: 1) Conducting a desk study on available data regarding banks of used and unwanted controlled substances, reviewing existing data on refrigerant banks, and establishing a database for the past five years. 2) Identifying missing data and addressing these gaps through primary data collection as necessary. 3) Creating a stakeholder database with key details and conducting surveys to close data gaps. 4) Identifying existing laboratories capable of analyzing the composition of used or unwanted ODS and HFCs, and assessing the need for laboratory upgrades. 5) Preparing a comprehensive report on data collection for the National Inventory of Banks, ensuring alignment with UNEP and MLFS guidelines. 6) Developing a final progress report on the delivery of the agreed workplan for the National Inventory of Banks by August, which may include additional data or information as requested by the international consultant.
Required Qualifications: The position requires a certification in Refrigeration and Air Conditioning (RAC) or a Bachelor’s degree in Environmental Science, Engineering, or an equivalent field. Alternatively, other academic qualifications combined with five years of relevant working experience may be accepted in lieu of a bachelor’s degree. The candidate must have experience working with the National Ozone Units (NOU) at the national level, demonstrating a deep understanding of local challenges and contexts. A minimum of five years of previous experience in supporting project implementation, including national surveys, studies, report development, and stakeholder consultations, is essential. The candidate should also have progressive experience in the fields of environment, engineering, RAC, or related areas, with a strong understanding of policy and technical issues related to ODSs, HFCs, and alternatives in the RAC servicing sector.
Educational Background: Candidates must possess a certification in Refrigeration and Air Conditioning (RAC) or a Bachelor’s degree in Environmental Science, Engineering, or a related field. Other academic qualifications may be considered in combination with relevant work experience. The educational background should reflect a strong foundation in environmental science or engineering principles, particularly as they relate to the management of controlled substances and environmental policies.

Proficiency in Spanish is considered an asset, as English and Spanish are among the working languages of the United Nations Secretariat.
