Job Overview: The position involves conducting a final evaluation of a project aimed at strengthening participatory mechanisms for the prevention of social conflicts and the development of a protection system for human rights defenders in Peru. The consultant will be expected to assess the effectiveness, efficiency, and impact of the project, providing insights and recommendations for future initiatives. This role requires a comprehensive understanding of social conflict prevention, peacebuilding, and the political context in Peru, as well as the ability to engage with various stakeholders, including local communities, government entities, and international organizations. The consultant will work for a period of 80 calendar days, conducting field visits to regions such as Apurímac, Ayacucho, Loreto, and Puno, and will be responsible for delivering a detailed evaluation report that meets UNDP standards.
Duties and Responsibilities:
Conduct a thorough evaluation of the project, including its objectives, methodologies, and outcomes.
Engage with stakeholders to gather qualitative and quantitative data on the project's impact.
Analyze the data collected to identify strengths, weaknesses, and areas for improvement.
Prepare a comprehensive evaluation report that includes findings, conclusions, and actionable recommendations.
Present the evaluation results to UNDP and relevant stakeholders.
Ensure that the evaluation adheres to UNDP's evaluation guidelines and standards.
Collaborate with UNDP staff and other consultants as necessary to enhance the evaluation process.
Maintain clear communication with the project team throughout the evaluation period.
Required Qualifications: The ideal candidate must possess a minimum of a bachelor's degree in Social Sciences, International Relations, Economics, Political Science, Public Management, or related fields. Additionally, specialized studies in social conflict prevention, peacebuilding, political contexts, gender issues, or project planning and evaluation are required. The candidate should demonstrate fluency in both written and spoken Spanish, as well as advanced proficiency in English. Strong analytical and communication skills are essential for this role.
Educational Background: Candidates must have at least a bachelor's degree in a relevant field such as Social Sciences, International Relations, Economics, Political Science, or Public Management. Further specialization in areas related to conflict prevention, peacebuilding, or project evaluation is highly desirable.
Experience: A minimum of five years of general experience in project formulation, monitoring, implementation, and evaluation is required. Candidates should have at least four specific experiences related to the evaluation of development projects or programs. Experience within the United Nations system or its agencies is highly valued, particularly familiarity with the Peacebuilding Fund (PBF). Additionally, candidates should have at least one experience in evaluating projects focused on conflict prevention and peacebuilding in Latin America.
Languages: Fluency in Spanish is mandatory, both written and spoken. Advanced English proficiency is also required. Knowledge of additional languages may be considered an asset but is not mandatory.
Additional Notes: The contract is for an individual contractor and is expected to last for 80 calendar days. The position is based in Lima, Peru, with required travel to various regions including Apurímac, Ayacucho, Loreto, and Puno. The consultant will be expected to submit their proposals through the UNDP supplier portal by the specified deadline. The evaluation process will include a series of consultations and the submission of a final report that meets UNDP's standards.
