Job Overview:
The position of Spécialiste national.e en changements climatiques involves working on the project titled 'Gestion Intégrée des Déchets et Production d’Energie au niveau Local en Algérie' (AIMWELL). The specialist will be responsible for addressing climate change issues within the context of waste management and energy production at the local level in Algeria. The role requires a deep understanding of climate change impacts, mitigation strategies, and adaptation measures relevant to the local context. The specialist will engage with various stakeholders, including local governments, communities, and other partners, to promote sustainable practices and policies. The position is expected to start in March 2025 and will involve fieldwork in different regions of Algeria, specifically in wilaya d’Alger, Constantine, and Sétif.

Duties and Responsibilities:
The duties and responsibilities of the Spécialiste national.e en changements climatiques include:
  • Conducting assessments of local climate change impacts and vulnerabilities.
  • Developing and implementing strategies for climate change mitigation and adaptation in waste management and energy production.
  • Collaborating with local authorities and stakeholders to promote sustainable waste management practices.
  • Providing technical support and guidance to project teams and partners.
  • Organizing workshops and training sessions to raise awareness about climate change issues.
  • Monitoring and evaluating project activities and outcomes related to climate change.
  • Preparing reports and documentation on project progress and challenges.
  • Engaging in policy dialogue and advocacy efforts to influence local and national climate policies.

Required Qualifications:
Candidates must possess a strong background in environmental science, climate change, or a related field. They should have proven experience in project management, particularly in climate change or environmental projects. Strong analytical skills and the ability to work collaboratively with diverse stakeholders are essential. Candidates should also demonstrate excellent communication skills, both written and verbal, in French and English. Knowledge of local environmental issues and policies in Algeria is highly desirable.

Educational Background:
A minimum of a Master's degree in environmental science, climate change, sustainable development, or a related field is required. Additional certifications or training in climate change adaptation and mitigation strategies will be considered an asset.

Experience:
Candidates should have at least 5 years of relevant professional experience in climate change, environmental management, or related fields. Experience working with international organizations, particularly in the context of UNDP projects, is preferred. Familiarity with local governance structures and community engagement processes in Algeria is also advantageous.

Languages:
Fluency in French is mandatory, and proficiency in English is highly desirable. Knowledge of Arabic is a plus, as it may facilitate communication with local stakeholders.

The contract duration for this position is 24 months, with a maximum of 51 working days allocated for the mission, including fieldwork in various locations. The position is classified as an individual contractor role, and candidates are expected to submit their proposals through the UNDP supplier portal by the specified deadline. The position may involve travel to different regions within Algeria, and candidates should be prepared for fieldwork as part of their responsibilities.
