Job Overview:
The Consultant will play a crucial role in the IOM's project aimed at combating human trafficking in Nigeria, specifically focusing on enhancing the capabilities of criminal justice officials. This position involves revising and contextualizing training manuals for victim-centered prosecution of trafficking cases, conducting workshops, and facilitating knowledge exchange between Nigerian and European officials. The consultant will work closely with the National Agency for the Prohibition of Trafficking in Persons (NAPTIP) and other stakeholders to ensure that the training materials reflect national legislation and best practices. The overarching goal is to improve the investigation and prosecution of human trafficking cases, thereby contributing to the broader objectives of the National Plan of Action on Human Trafficking 2022-2026.

Duties and Responsibilities:
The Consultant will be responsible for developing a comprehensive work plan and methodology for the consultancy, conducting desk research to gather relevant data, and submitting an inception report. Key responsibilities include revising training manuals on prosecuting human trafficking cases, developing facilitator guides, and creating training evaluation tools. The consultant will facilitate three training sessions, including one workshop specifically for prosecutors and two joint sessions with investigators and judges. Additionally, the consultant will draft a final report summarizing the assignment's outcomes and recommendations. Travel may be required to fulfill these tasks effectively.

Required Qualifications:
Candidates must possess an advanced university law degree from an accredited institution and certification to practice law in Nigeria. A minimum of fifteen years of experience in capacity building for criminal justice operatives is required, with specific experience in training prosecutors on trafficking, smuggling of migrants, and gender-based violence. Demonstrated experience in developing training manuals and executing training programs is essential, along with knowledge of the dynamics of trafficking and smuggling in Nigeria. Experience in coordinating complex programs involving multiple stakeholders is also necessary.

Educational Background:
An advanced university law degree is mandatory, with a preference for candidates who hold a first-level university degree and have twenty years of relevant experience. The educational background should include a strong understanding of national and international legal frameworks related to human trafficking and migration.

Experience:
The position requires a minimum of fifteen years of relevant experience in the field of criminal justice, particularly in capacity building and training. Candidates with a first-level university degree must have at least twenty years of experience. Specific experience in training related to trafficking, smuggling, and gender-based violence is crucial, along with a proven track record of developing training materials and coordinating programs with multiple partners.

Languages:
Proficiency in English is mandatory, as it is one of IOM's official languages. Knowledge of French and Spanish is considered an asset. Language proficiency will be evaluated during the selection process, which may include written and oral assessments.

Additional Notes:
The consultancy is subject to funding confirmation and the candidate's medical fitness for appointment. Vaccination against COVID-19 is required for IOM personnel, and candidates may need to provide proof of vaccination. Consultants engaged in home-based consultancy who do not need to travel are exempt from providing vaccination records. IOM provides coverage for occupational accidents and illnesses under the Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational issues.
