Job Overview: The Team Lead, ITG Project Management and Support is responsible for leading the ITG Project Management and Support team under the direct supervision of the Deputy ChiefInformation Officer. This role is crucial for ensuring the timely and organized delivery of ITG outputs, providing support services in talent management, supplier management, budgeting, and financial controls. The position requires collaboration with other team leads and stakeholders to align with organizational goals and objectives, maintaining high standards in project delivery and financial oversight. The Team Lead will manage a portfolio of IT projects, oversee project planning and resource allocation, and monitor project progress to ensure timely delivery within scope and budget. Additionally, the role involves driving the budget management process, developing procurement strategies, and facilitating knowledge sharing across ITG functions.
Duties and Responsibilities:
Team management and mentorship: Manage and mentor the ITG Project Management and Support team, establishing objectives, performance measurements, and work plans. Provide guidance, set priorities, and supervise the implementation of work plans while fostering a collaborative work environment.
Project management, monitoring, and oversight: Manage the portfolio of IT projects, ensuring alignment with organizational goals, overseeing project planning, resource allocation, and scheduling. Monitor project progress and take corrective actions as necessary.
Coordination of support services: Collaborate with the CIO and Deputy CIO to prioritize talent management and development, drive budget management processes, and develop procurement strategies.
Knowledge management: Facilitate the sharing of knowledge and best practices, monitor the effectiveness of IT policies, and ensure adherence to organizational objectives.
Impact of results: Ensure efficient delivery of IT projects, streamline processes, optimize resource use, and drive improvements across project and support functions.
Required Qualifications:
Education: A Master’s degree or equivalent in Business Administration, Resource Management, Project Management, or a related field is required. A first-level University degree (Bachelor's or equivalent) in a related field with 2 additional years of relevant work experience may be accepted in lieu of the advanced degree.
Experience: Minimum 5 years of progressively responsible experience in an operational role, with exposure to HR, procurement, and financial processes. At least 2 years of PMO experience is required, along with team management experience. Demonstrated experience in project planning, procurement, supplier management, and financial management is essential.
Certifications: PRINCE2® Foundation or equivalent is an asset. Strong analytical skills and experience in implementing process improvement projects are also beneficial.
Educational Background: Candidates must possess a Master’s degree or equivalent in a relevant field such as Business Administration, Resource Management, or Project Management. Alternatively, a Bachelor's degree with additional relevant work experience may be considered. This educational background is essential for understanding the complexities of project management and organizational operations.
Experience: The position requires a minimum of 5 years of progressively responsible experience in an operational role, with a focus on HR, procurement, and financial processes. Within this timeframe, candidates must have at least 2 years of experience in a Project Management Office (PMO) setting and demonstrate team management capabilities. Experience in project planning, procurement, supplier management, and financial management is crucial for success in this role.
Languages: Full working knowledge of English is essential for this position. Knowledge of another official UNOPS language is considered an asset, enhancing communication and collaboration within the diverse UNOPS workforce.
Additional Notes: The contract type for this position is IICA (International Individual Contractor Agreement) at the IICA-2 level. The duration of the contract is ongoing, subject to organizational requirements, availability of funds, and satisfactory performance.
