Job Overview:
The consultant will contribute to a significant research study aimed at assessing the level of digitization of border control procedures in the Middle East and North Africa (MENA) region, particularly focusing on the Gulf Cooperation Council (GCC) countries. The study will explore the integration of Artificial Intelligence (AI) in border management and identify best practices, challenges, and opportunities for enhancing AI use throughout the immigration process. The consultant is expected to deliver a comprehensive research report that includes a clear work plan, methodology, and recommendations for policymakers and practitioners. This role requires collaboration with the research team and stakeholders, ensuring timely and effective communication throughout the project.

Duties and Responsibilities:
  • Develop and submit an initial preparatory package that includes a clear study work plan, methodology, a security" style="border-bottom: 1px dotted #007bff !important;">security study plan template, and an outline for IOM’s approval.
  • Draft and submit the first complete research report, ensuring all sources and references are documented.
  • Finalize and submit the research study report, incorporating feedback from NAUSS experts, and prepare a PowerPoint presentation summarizing the research findings and recommendations.
  • Collaborate effectively with the research team, particularly with the NAUSS research expert, to ensure alignment and coherence in the study.
  • Maintain clear communication regarding progress, challenges, and any necessary adjustments to the project timeline.
  • Ensure the research report is well-structured, includes an executive summary, and provides actionable recommendations for policymakers and practitioners.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as migration studies, international relations, law, political science, sociology, or another social science. Alternatively, a Bachelor’s degree combined with six years of relevant working experience in conducting research on topics related to migration and border management is acceptable. Extensive knowledge and expertise in border management, particularly within the MENA region, is essential. Candidates should also have technical expertise and proven experience in applying Artificial Intelligence in border management contexts, as well as experience in comparative research involving law enforcement, national security, or defense authorities.

Educational Background:
A Master’s degree in a relevant field is required, with a focus on migration studies, international relations, law, political science, sociology, or other social sciences. A Bachelor’s degree with significant relevant experience may also be considered. Candidates should demonstrate a strong academic background that supports their ability to conduct in-depth research and analysis in the field of migration and border management.

Experience:
The position requires candidates to have substantial experience in conducting research studies relevant to migration and border management. This includes previous work that demonstrates expertise in the use of AI technologies in border management, as well as experience in comparative research involving policy, law enforcement, and national security. Candidates should have a proven track record of delivering high-quality research outputs and collaborating with diverse stakeholders.

Languages:
Fluency in English is mandatory, while fluency in Arabic is considered a distinct advantage. The consultancy is home-based, meaning no travel is required for this position. The appointment is contingent upon funding confirmation and the candidate's medical fitness for appointment.
