Job Overview:
The Public Information and Awareness Raising Specialist will play a crucial role in the Ship to Shore Rights South-East Asia initiative, which focuses on promoting safe labor migration and decent work within the blue economy. This position involves developing and executing strategic communication plans that align with project objectives and cater to the needs of target audiences. The specialist will be responsible for creating culturally appropriate communication materials, managing information campaigns, and ensuring effective dissemination of project outputs. The role requires collaboration with various stakeholders, including government entities, social partners, and civil society organizations, to raise awareness and promote the project's goals across the ASEAN region.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including but not limited to: developing and executing a strategic communication and public dissemination plan; supporting the design and implementation of information campaigns and IEC materials; coordinating the content and updates for the ILO website and social media platforms; drafting and disseminating newsletters, news releases, and program updates; managing the publication process for project materials; establishing and maintaining relationships with external stakeholders; supporting capacity building for implementing partners; coordinating with external consultants for communication services; and undertaking missions to support public information activities as needed. The specialist will also be responsible for measuring and monitoring the impact of communication activities and providing recommendations for improvements.

Required Qualifications:
Candidates must possess a university degree in communications, journalism, international relations, social sciences, or a related field. They should have at least three years of experience in public relations, campaign management, journalism, or strategic communications. Familiarity with ILO policies and procedures, particularly regarding technical cooperation projects, is advantageous. Knowledge of labor migration, labor rights, and human rights is also required. The candidate should demonstrate excellent writing skills and the ability to adapt messages for different audiences, as well as proficiency in relevant computer software and graphic design tools.

Educational Background:
A university degree in communications, journalism, international relations, social sciences, or other relevant disciplines is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively communicate and engage with diverse audiences in the context of labor migration and the blue economy.

Experience:
The position requires a minimum of three years of relevant experience in public relations, campaign management, journalism, or strategic communications. Experience working with the ILO or other UN agencies in the ASEAN region is considered an asset. Candidates should have a strong understanding of labor migration issues and the ability to navigate the complexities of communication within this context. Familiarity with ILO policies and procedures, especially in relation to technical cooperation projects, will be beneficial for the role.

Languages:
Excellent knowledge of Thai and English, both spoken and written, is mandatory for this position. Familiarity with another ASEAN language is considered an advantage, as it would enhance the ability to communicate effectively with diverse stakeholders across the region.

Additional Notes:
This position is a fixed-term contract for two years, with the possibility of renewal based on various factors such as availability of funds and satisfactory performance. The role is classified at the NOB grade level, and external candidates will typically be appointed at the first step of this grade.
