Job Overview: The consultant will play a crucial role in the International Migration Capacity Building Program (IMCBP), focusing on enhancing the capacities of District Police officers in Kazakhstan to engage positively with local communities through a community policing approach. The consultant will be responsible for developing a comprehensive work plan in collaboration with the IOM project team, submitting monthly progress reports, and creating educational materials tailored to the local context. The consultant will conduct two training sessions for migration service representatives, emphasizing migrants' rights and community engagement. Additionally, the consultant will support the implementation of a gender-specific needs assessment at border crossing points, conduct field visits, and interviews, and contribute to developing recommendations for gender mainstreaming in border management. The consultant will also provide expert support on capacity-building efforts related to migration governance and submit a final analytical report on the consultancy's outcomes.
Duties and Responsibilities:
Develop a work plan in consultation with the IOM project team.
Submit monthly progress reports detailing the consultancy's progress and activities.
Create educational materials adapted to the local context, including a Community Engagement and Policing (CEP) toolkit, concept notes, pre/post surveys, and case/group exercises.
Conduct two training sessions for representatives of the migration service, focusing on the tailored Community Engagement and Policing tool with an emphasis on migrants' rights.
Support the implementation of a gender-specific needs assessment at border crossing points, which includes conducting six field visits and interviews.
Based on the findings from the needs assessment, contribute to developing comprehensive recommendations and guidance for the Border Service to enhance gender mainstreaming initiatives in border management in Kazakhstan.
Provide expert support on capacity-building efforts for immigration and border authorities, focusing on migration governance topics.
Submit a final analytical report summarizing the results achieved during the consultancy period.
Required Qualifications:
Postgraduate degree, preferably in Law, International Law, or related fields from an accredited academic institution, with at least five years of professional experience in law enforcement agencies, institutions, or human rights institutions.
Alternatively, a University Degree in Law, International Law, or related fields from an accredited academic institution, with at least eight years of professional experience in law enforcement agencies, institutions, or human rights institutions.
Demonstrated professional experience in migration-related topics and migration governance.
Experience working or liaising with government authorities, law enforcement, military agencies, international organizations, and migration-related stakeholders.
Educational Background: The position requires a postgraduate degree in Law, International Law, or other related fields from an accredited academic institution. Candidates with a University Degree in the same fields may also be considered if they possess significant professional experience in relevant areas.
Experience: Candidates must have at least five years of professional experience in law enforcement agencies, institutions, or human rights institutions if they hold a postgraduate degree.
