Job Overview:
The Programme Analyst position is crucial for providing technical and coordination support to the implementation of the UNFPA/UNICEF Joint Programme on Adolescent Girls. This role involves working closely with various stakeholders, including the Programme Specialist for Sexual and Reproductive Health, Joint Programme Coordinator, and local authorities, to ensure that planned results are achieved in alignment with national and sub-national policies. The Programme Analyst will be responsible for coordinating the development and scaling up of successful interventions, monitoring and reporting on results, and ensuring compliance with UNFPA policies and procedures. This position is integral to enhancing programme performance and fostering partnerships to leverage local resources for achieving transformative results in Liberia.

Duties and Responsibilities:
  • Provide technical support to Programme Development and Management by designing and implementing the Joint Programme and its interventions in collaboration with UNICEF and other partners.
  • Coordinate the development of work plans for programme implementation in designated areas.
  • Gather and address technical and operational support needs with Programme specialists and operations teams.
  • Facilitate field visits for the Country Office and donors.
  • Ensure adherence to UNFPA policies and procedures at the sub-national level.
  • Implement capacity-building activities for Joint Programme Implementing Partners to comply with UNFPA standards.
  • Conduct programme monitoring visits and propose remedial actions as necessary.
  • Draft reports and participate in review meetings to enhance coordination and planning.
  • Represent UNFPA in technical working groups and identify opportunities for cross-sectoral collaboration. 1
  • Maintain effective partnerships with government counterparts, NGOs, and other stakeholders to achieve programme results.

Required Qualifications:
  • Advanced (Master’s) University degree in Public Health, demography, gender studies, development studies, or related social science discipline.
  • Minimum of two years of progressively responsible professional experience in leading adolescent sexual and reproductive health and rights projects.
  • Experience in design, monitoring, and evaluation of development projects.
  • Understanding of results-based management and its application to programme management.
  • Knowledge of the UNFPA mandate is highly desirable.
  • Experience in addressing Sexual Reproductive Health & Rights, including Gender-Based Violence, is an advantage.

Educational Background:
Candidates must possess an advanced (Master’s) University degree in relevant fields such as Public Health, demography, gender studies, development studies, or other related social science disciplines. This educational background is essential for understanding the complexities of sexual and reproductive health issues and for effectively contributing to the programme's objectives.

Experience:
The position requires a minimum of two years of increasingly responsible professional experience in leading projects or programmes related to adolescent sexual and reproductive health and rights. Candidates should have a proven track record in the design, monitoring, and evaluation of development projects, demonstrating their ability to manage and implement effective interventions.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with partners. Additionally, a working knowledge of local languages is desirable, as it can enhance communication and engagement with local communities and stakeholders.
