Job Overview:
The Technical Advisor for Maternal, Neonatal, and Child Health (MNCH) will play a crucial role in the EpiC project implemented in Liberia, specifically targeting four high-burden counties: Montserrado, Nimba, Lofa, and Bong. The primary focus of this position is to enhance maternal, neonatal, and child health outcomes by increasing access to high-quality health services and working towards the elimination of preventable maternal and newborn deaths. The advisor will collaborate closely with the Family Health Division within the Ministry of Health and County Health Teams to adapt and implement strategies that align with international standards of care. This role involves coordinating MNCH services, providing technical support to various health leadership levels, and representing the project in technical working groups. The advisor will also be responsible for ensuring that the project implements effective MCH-related interventions and will report directly to the EpiC Liberia director" style="border-bottom: 1px dotted #007bff !important;">Technical Director.

Duties and Responsibilities:
The Technical Advisor will be responsible for providing technical expertise and supervision in the implementation and monitoring of MNCH service delivery interventions at both health facility and community levels. This includes working with government counterparts to enhance their capabilities in delivering high-quality maternal, neonatal, and child health services through various systems strengthening initiatives. The advisor will supervise a team of technical project staff, ensuring that technical quality monitoring is conducted for facility staff and community workers. Participation in high-level MNCH technical working groups is essential, as is coordination with country-level leadership and national authorities. The advisor will lead the synthesis of MNCH monitoring data, develop responsive programmatic activities, and contribute to the creation of work plans and reports required by the U.S. Department of State's Office of Foreign Assistance.

Required Qualifications:
Candidates must possess a Master's degree or its equivalent in a clinical field, public health, or other relevant areas. Clinical training as a medical doctor, preferably a pediatrician, or as a nurse specializing in neonatal and child health is required. Additionally, candidates should have at least 8 years of experience in MNCH and public health programs, with a proven track record in supervisory roles leading junior and support staff. Familiarity with the Ministry of Health and knowledge of county health systems in Liberia are essential, along with demonstrated ability to build effective working relationships with government staff and community stakeholders. Strong organizational, analytical, and communication skills in English are also required.

Educational Background:
The position requires a Master's degree or its equivalent in a relevant clinical field or public health. Candidates with clinical training as a medical doctor, particularly those specializing in pediatrics or neonatal and child health, will be preferred. This educational background is crucial for understanding the complexities of maternal, neonatal, and child health services and for effectively implementing the necessary interventions.

Experience:
Candidates should have a minimum of 8 years of experience in maternal, neonatal, and child health (MNCH) and public health programs. This experience should include supervisory roles where the candidate has led junior and support staff, provided supportive supervision, and conducted performance evaluations. Proven experience working with the Ministry of Health and a deep understanding of the county health systems in Liberia are critical for success in this role.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills required. While English is the primary language for this position, knowledge of additional local languages may be considered an asset, enhancing communication with community stakeholders and health teams.

Additional Notes:
This position is based in Monrovia, Liberia, and is a full-time role. The expected hiring salary range for this position is between USD 35,000 to 50,000 annually, depending on the candidate's relevant experience and education.
