Job Overview:
The Technical Officer position at FHI 360 is crucial for the implementation of the EpiC project in Liberia, specifically focusing on Maternal, Neonatal, and Child Health (MNCH) in four high-burden counties: Montserrado, Nimba, Lofa, and Bong. The role involves supporting the coordination of clinical and community-based MNCH activities aimed at improving health outcomes for mothers and children. The Technical Officer will work under the supervision of the Technical Advisor, playing a key role in enhancing the capacity of frontline health providers to deliver high-quality MNCH services. This position is integral to the project's goal of reducing preventable maternal and newborn deaths by increasing access to quality healthcare services. The officer will engage with government and community partners to implement training, mentorship, and supportive supervision, ensuring that health services meet established clinical standards.

Duties and Responsibilities:
The Technical Officer will be responsible for a variety of tasks, including:
  • Supporting the Technical Advisor in ensuring the quality of maternal and neonatal health services at health facilities and within the community.
  • Participating in training programs that enhance the capacity of health staff to meet clinical standards in maternal and neonatal health.
  • Collaborating with project technical staff to plan and implement service strengthening activities, ensuring proper coordination with facility and country leadership.
  • Engaging in County-level technical working groups and health sector coordination meetings focused on maternal, neonatal, and child health.
  • Coordinating the planning, collection, and utilization of monitoring data for clinical indicators to facilitate service improvement.
  • Contributing to the development of work plans, quarterly and annual reports, and financial reports required by the U.S. Department of State.
  • Ensuring that all activities are conducted in accordance with established protocols, guidelines, and standard operating procedures.
  • Collaborating with other teams to ensure integrated and comprehensive service delivery.

Required Qualifications:
Candidates must possess a medical degree, be a Physician Assistant, Obstetrics Clinician, or Nurse. A minimum of four years of experience in clinical care and public health, particularly in maternal and child health programs, is required. Experience in supervising program staff and evaluating performance is essential. Candidates should have a proven track record in designing and implementing training at various health facility levels, demonstrating the ability to mentor staff to meet clinical criteria. Strong interpersonal skills to build effective relationships with government and community stakeholders are necessary, along with excellent oral and written communication skills in English. Knowledge of local dialects or Koloqua is advantageous. Candidates must also demonstrate strong organizational and analytical skills, the ability to work under pressure, and proficiency in computer applications such as Word, Excel, PowerPoint, and Outlook.

Educational Background:
The position requires a medical degree or equivalent qualification in a relevant health field. Candidates should have formal training in maternal and child health, public health, or a related discipline, which is essential for understanding the complexities of health service delivery in the context of MNCH.

Experience:
The ideal candidate should have at least four years of relevant experience in clinical care and public health, with a focus on maternal and child health programs. Experience in direct supervision of staff and in designing training programs is critical. Candidates should be willing to work in various health facilities and communities across the selected counties, demonstrating flexibility and adaptability in their approach to service delivery.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of local dialects or Koloqua is considered an advantage, as it can enhance communication with community members and stakeholders.

Additional Notes:
This position is based in Monrovia, Liberia, and involves extensive travel to various health facilities, potentially up to 50% of the time. The expected hiring salary range for this role is between USD 19,000 and 22,000 annually, depending on the candidate's experience and qualifications.
