Job Overview:
The Finance Manager position is crucial for overseeing the financial operations of the Strengthening Infectious Disease Detection Systems (STRIDES) project in Liberia. This role encompasses managing the budgeting and forecasting processes, preparing monthly financial reports, and ensuring the effectiveness of financial systems and tools. The Finance Manager is expected to play a pivotal role in risk management by developing strategies to mitigate financial risks and enhancing the overall financial performance of the project. Additionally, the manager will be responsible for ensuring compliance with USG rules and regulations as well as Liberian laws, thereby safeguarding the integrity of financial operations within the organization.

Duties and Responsibilities:
The Finance Manager will oversee data collection and ensure accuracy in financial reporting. Responsibilities include preparing and submitting monthly financial reports, finalizing financial reports for funders, developing a commitment tracker for invoices, and monitoring project expenditures in accordance with the work plan. The manager will review financial data for accuracy, ensure timely retirement of advances, and collaborate with the Finance Lead on resource allocation. Other duties include participating in annual workplan and budget planning, managing financial systems, and performing additional tasks as assigned. The role requires broad conceptual judgment and the ability to handle a wide range of finance issues, often involving confidential data that could significantly impact the organization if disclosed.

Required Qualifications:
Candidates must possess comprehensive knowledge of accounting concepts, financial controls, and financial information systems. Excellent oral and written communication skills are essential, along with strong organizational and project management abilities. The ability to influence and negotiate effectively is crucial, as is familiarity with state and federal laws impacting financial management. A solid understanding of Generally Accepted Accounting Principles (GAAP) and organizational policies is required, alongside the ability to multitask and meet deadlines.

Educational Background:
A Bachelor's Degree or its International Equivalent in Business Administration, Information Management, Finance, Accounting, Analytics, Operations, or Marketing is required. Additional relevant training will be considered an advantage, enhancing the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of 5-8 years of related work experience, including at least 3 years in a management role and 3 years at the corporate or organizational level. Experience with complex awards and contracts, as well as managing sub-awards, is preferred. Prior work experience in a non-governmental organization (NGO), an international organization, and familiarity with USG funding is also advantageous.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in additional languages may be considered beneficial but is not required.

This position offers a competitive compensation package, with an expected hiring salary range of USD 30,000 - 40,000 annually for basic salary.
