Job Overview:
The Consultant will be responsible for conducting a mid-term review of the Montevideo Programme V, which is a critical initiative aimed at enhancing environmental governance and law across member states. The review will involve assessing the progress made in the development and implementation of activities under the programme since its inception. The Consultant will prepare a comprehensive report that includes clearly defined and measurable targets, which will be presented to the Steering Committee of the Montevideo Programme V and the United Nations Environment Assembly. This role requires a deep understanding of environmental law and policy, as well as the ability to evaluate large-scale global programmes effectively. The Consultant will work closely with the Head of the Montevideo Coordination and Delivery Unit (MCDU) to ensure that the review aligns with UNEP's strategic objectives and the broader goals of sustainable development.

Duties and Responsibilities:
The Consultant will undertake a variety of tasks, including: (i) Assessing the progress of activities under the Montevideo Programme V and providing feedback on their quality and effectiveness; (ii) Reviewing the UNEP Medium-Term Strategy and programme of work to evaluate the integration of Montevideo Programme V with the 2030 Agenda for Sustainable Development; (iii) Analyzing the results of UNEP projects related to Montevideo Programme V and assessing their effectiveness in delivering outputs and outcomes; (iv) Evaluating the role of designated Montevideo National Focal Points in identifying priority areas and contributing to programme implementation; (v) Assessing the effectiveness of the UNEP-LEAP Platform in facilitating technical assistance requests from countries; (vi) Identifying challenges in implementing Montevideo Programme V; (vii) Developing measures and targets for improved delivery of the programme; (viii) Preparing a summary of conclusions, findings, and recommendations for the effective implementation of Montevideo Programme V.

Required Qualifications:
Candidates must possess a minimum of five years of progressive technical and evaluation experience, particularly in evaluating large, global programmes and overseeing project teams. Experience in environmental law, environmental policy, international law, or sustainable development-related matters is essential. The role requires strong analytical skills and the ability to provide constructive feedback on programme implementation.

Educational Background:
An advanced university degree (master’s degree or equivalent) in environmental law, environmental policy, international law, or a related field is required. Alternatively, a first-level (undergraduate) degree in the specified fields, combined with two additional years of relevant work experience, may be accepted in lieu of the advanced degree.

Experience:
The position requires a minimum of five years of progressive technical and evaluation experience, specifically in evaluating large, global programmes and managing project teams. Candidates should have a strong background in environmental law, policy, or sustainable development, demonstrating their ability to assess and improve programme effectiveness.

Languages:
Fluency in oral and written English is required for this position, as English is one of the working languages of the United Nations Secretariat. Proficiency in French is also beneficial, as it is another working language of the organization.
