The position is located within the Policy and Coordination Unit of the Programme Planning and Budget Division (PPBD) at the United Nations. The PPBD is responsible for formulating plans and forecasting resource requirements in line with legislative intent, developing and implementing policies, procedures, and methodologies related to the programme budget. The organization aims to facilitate decision-making on planning and budgetary issues by supporting the General Assembly and its subsidiary organs with substantive services. Job Overview:
The Associate Programme Budget Officer plays a crucial role in the preparation and administration of the programme budget. This position involves guiding support staff in compiling and reviewing relevant decisions from expert and intergovernmental bodies to provide inputs for budgetary guidance. The officer will assist clients in translating legislative mandates into programme budgets and will support the use of information systems during budget proposal formulation. The role requires reviewing and finalizing budget performance reports, analyzing variances, and ensuring compliance with United Nations policies and procedures. The officer will also be responsible for keeping up-to-date with relevant documents and supporting the drafting of budgetary reports, presenting complex data in an accessible manner, and identifying areas for improvement in existing processes.

Duties and Responsibilities:
The Associate Programme Budget Officer will be responsible for guiding support staff in the compilation and review of decisions from expert bodies, assisting clients in translating legislative mandates into budgets, and supporting the use of information systems during budget proposal formulation. The officer will review and finalize budget performance reports, analyze variances, and ensure compliance with policies. Additionally, the officer will keep abreast of relevant documents, support the drafting of budgetary reports, present information from large data sets, identify areas for improvement in processes, and perform other related duties as assigned. This includes researching information relevant to policy changes and designing reports that facilitate access to information.

Required Qualifications:
Candidates must possess knowledge of financial and budgetary principles and practices, as well as strong analytical skills. The ability to identify and resolve budgetary challenges creatively is essential. Candidates should demonstrate professionalism, efficiency in meeting commitments, and the ability to work under pressure. Educational Background:
An advanced university degree (Master's degree or equivalent) in business and public administration, economics, international affairs, history, political science, statistics, or a related field is required. Alternatively, a first-level university degree (Bachelor's degree or equivalent) in similar fields combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of two years of experience in finance, budget, public administration, business administration, international affairs, political science, statistics, information systems, or a related area is required. Candidates who have passed the United Nations Young Professionals Programme Examination (YPP) or the G to P Examination (G to P) are exempt from this experience requirement. Additionally, one year or more of experience in data analytics or a related area is required. Experience in preparing results-based budgets in a large international setting, summarizing and presenting information from large data sets, and designing financial or budgetary models is desirable.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage.
