Job Overview: The Administrative Finance Assistant will play a crucial role in supporting the UNFPA Country Office in Lebanon by undertaking various administrative and financial tasks. This position is essential for ensuring the efficient implementation of operations services, particularly in light of the increased workload due to humanitarian responses. The incumbent will work under the guidance of the Representative and the Operations Analyst, closely coordinating with the Operations Unit to deliver quality services to both internal and external clients. The role requires a thorough understanding of UNFPA's rules and regulations, as well as the ability to manage financial data and provide accurate information to support decision-making processes.
Duties and Responsibilities:
Program Financial Support: Assist in reviewing files submitted by implementing partners, ensuring proper formulation of FACE reporting for signatures. Monitor program and project budgets, compile financial data, and provide accurate financial information to the Operations Analyst. Guide and train the operations team of implementing partners on UNFPA financial management. Ensure timely processing of advances and liquidation for all CO programs, including proper review and filing of signed FACE forms. Prepare donor financial reports and coordinate operational support related to HACT WG activities.
Program Assurance Activities: Assist in preparing the yearly Assurance Plan for the Country Office, covering program spot-checks, audits, and micro-assessments. Support capacity building and compliance through training and one-on-one sessions. Follow up on audit qualifications and observations, preparing a capacity building plan as needed.
Office Financial Management Support: Manage the Country Office budget by controlling allotments, monitoring expenditures, and assisting in budget revisions. Review and monitor charges for common services and ensure financial records are accurate and timely. Process travel requests and maintain petty cash vouchers, ensuring all receipts are signed and stamped.
Knowledge Sharing and Capacity Building: Participate in organizing training for CO staff on budget and finance issues, contributing to knowledge networks and communities of practice. Represent UNFPA's concerns in interagency working groups.
Office Administrative Management Support: Backstop the Administrative Assistant in their absence, handling travel reservations, hotel bookings, meeting arrangements, and fleet management. Carry out any other duties as assigned by the UNFPA Representative or Operations Analyst.
Required Qualifications: - Completed Secondary Level Education is required; University Graduates in related fields (Finance, Accounting, Public Administration, Business Management) are desirable.
- At least 5 years of work experience in a related field.
- Knowledge of the UN system and familiarity with UN procedures are desirable.
- Proficient in MS Office and Google applications, especially MS Excel and Google Sheets.
Educational Background: The position requires completed Secondary Level Education as a minimum. A university degree in related fields such as Finance, Accounting, Public Administration, or Business Management is highly desirable and preferred for candidates seeking to apply for this role.
Experience: Candidates should have a minimum of 5 years of relevant work experience in administrative and financial roles. Familiarity with the UN system and its procedures is considered an asset, as is experience in financial management and reporting.
Languages: Fluency in English and Arabic is mandatory. Knowledge of other official UN languages, particularly French, is considered desirable and advantageous for the role.
