Job Overview:
The Administrative and Financial Services Officer position is crucial for the effective functioning of the ILO's regional office in Africa, located in Abidjan. The incumbent will provide comprehensive professional services aimed at designing and delivering operational services that facilitate the implementation of the office's work program. This role involves monitoring activities in finance, human resources, and administration, and may extend to other operational areas such as procurement, asset management, security" style="border-bottom: 1px dotted #007bff !important;">security, communications, information management, and information technology. The officer will ensure that services are delivered efficiently and effectively, adhering to the organization's integrated management software. The position requires a high degree of autonomy in task execution, with supervision focused on overall results impacting the office's operations.

Duties and Responsibilities:
  • Provide significant professional services for the design and delivery of operational services in finance, human resources, and administration. Monitor activities in procurement, asset management, security, communications, information management, IT, transportation, and mail services as needed. Assess and anticipate operational and staffing needs, contributing to the office's work plan and program and budget proposals.
  • Guide and supervise staff in relevant operational areas, providing training and orientation sessions for new staff members.
  • Manage financial operations and accounting services related to revenue and expenditure accounts, payment approvals, account reconciliations, forecasts, and year-end account closures. Act as the expenditure controller for the office and prepare financial reports for management.
  • Oversee the provision of human resources services, including contract administration, recruitment, benefits, and advisory services for staff and management. Promote the use of talent management systems and ensure compliance within the office.
  • Assist the country focal point for security in ensuring the safety and well-being of officials and the security of premises and assets, in line with UN security policies and procedures.
  • Prepare annual plans outlining the office's procurement needs, monitor purchase requests, and prepare standard bidding documents. Conduct bidding procedures, ensuring compliance with applicable standards, and participate in the analysis and evaluation of proposals.
  • Stay informed about evolving applicable standards and best practices, sharing knowledge and guiding staff.
  • Evaluate the efficiency and effectiveness of work methods and procedures, recommending improvements. Collaborate closely with staff and management to ensure effective service delivery and recommend enhancements to interdependent processes.
  • Conduct research and analyze data related to operational activities, preparing analytical reports to contribute to program/project monitoring and other communications. 1
  • Participate in UN inter-agency meetings and initiatives related to operational activities, preparing notes on key points or developments as needed. 1
  • Follow up on internal and external audit recommendations and draft responses to audit queries for management review. 1

Required Qualifications:
Minimum requirements include a university degree (bachelor's or equivalent) in Administration or a related field. Equivalent professional experience may be considered in lieu of a university degree. Candidates must have at least three years of professional experience in administrative or operational fields, including finance. Experience in using multiple modules of an integrated management software is also required.

Educational Background:
Candidates must possess a university degree (bachelor's or equivalent) in Administration or a related field. In cases where candidates do not have a university degree, equivalent professional experience may be considered according to the established equivalency table. This includes having completed secondary education plus relevant years of professional experience.

Experience:
Candidates should have a minimum of three years of professional experience in administrative or operational roles, particularly in finance. Experience with integrated management software is essential, demonstrating the ability to navigate and utilize various modules effectively.

Languages:
Candidates must have an excellent command of one of the official languages of the ILO (English, French, or Spanish). Practical knowledge of another official language of the ILO or a national language of the duty station is also required.
