Job Overview: The consultant will play a vital role in the Strategy, Intake and Analysis unit (SIA) of the Office of Internal Audit and Investigations (OIAI). This position involves supporting UNICEF's engagement with both internal and external stakeholders, particularly donors, regarding oversight activities. The consultant will be responsible for collecting, organizing, and analyzing data related to donor and partner issues, preparing periodic reports on sexual exploitation and abuse (SEA) and fraud cases, and ensuring effective communication with relevant UNICEF offices. The role requires a proactive approach to identifying disclosure-related issues and improving the efficiency of information sharing within the organization.
Duties and Responsibilities:
Prepare periodic reports on SEA matters, including monthly reports on SEA cases registered in the Secretary-General’s SEA Reporting Mechanism.
Review draft notifications to ensure accuracy of information and flag potential issues related to survivor security" style="border-bottom: 1px dotted #007bff !important;">security and safety.
Prepare periodic reports on fraud matters, including semi-annual reports on fraud cases.
Collect and maintain consolidated data and information on fraud cases, providing updated case lists upon request and on a monthly basis.
Extract and analyze data from UNICEF systems to support preparation of reports.
Develop and maintain a tracking and triage system for donor-related requests, updated weekly.
Prepare draft responses to ad hoc requests from donors and stakeholders regarding OIAI’s investigative activities.
Provide advice to PSEA and fraud focal points within UNICEF Country and Regional Offices about integrity considerations in donor reporting.
Conduct reviews of integrity provisions in draft agreements with UNICEF donors. 1
Compile and track requests for reviews and provide updated trackers monthly. 1
Conduct research on donor reporting practices for SEA and fraud across other UN oversight offices and draft recommendations for improving consistency. 1
Report quarterly on support provided to implement updates to the UNICEF Regulatory Framework concerning information sharing with donors. 1
Perform other related tasks as requested by the Investigation Manager (Donor Relations).
Required Qualifications:
An advanced university degree in investigations, law, data management, external relations, public policy, finance, or a directly relevant field.
Relevant training and experience in investigations.
Prior experience in developing data management and tracking tools is highly desirable.
Experience in an international or multilateral public institution is desirable.
Excellent organizational skills and attention to detail.
Strong sense of confidentiality and solid written communication skills.
Fluency in English is required.
Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
Educational Background: Candidates must possess an advanced university degree in a relevant field such as investigations, law, data management, external relations, public policy, or finance. Alternatively, relevant training and experience in the field of investigations will also be considered. This educational background is essential to ensure that the consultant can effectively engage with complex data and reporting requirements.
Experience: The position requires prior experience in developing data management and tracking tools, as well as experience in an international or multilateral public institution. Candidates should have a proven track record of working in environments that demand high levels of confidentiality and integrity, particularly in relation to investigations and reporting.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered advantageous and may enhance the candidate's ability to engage with diverse stakeholders.
Additional Notes: This consultancy position is not considered a staff member under the Staff Regulations and Rules of the United Nations and UNICEF’s policies. The selected candidate will not be entitled to benefits such as leave entitlements and medical insurance coverage. The conditions of service will be governed by the contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. The consultant is responsible for determining their tax liabilities and ensuring that any required visas and health insurance are valid for the duration of the contract. Selected candidates must confirm their fully vaccinated status against SARS-CoV-2 (Covid-19) with a WHO-endorsed vaccine, unless they are working remotely and not expected to interact with UNICEF premises or communities.
