Job Overview: The Associate Human Rights Officer position is crucial for the OHCHR's efforts in Liberia, particularly in the context of strengthening government and national stakeholders' capacity for credible transitional justice processes. The incumbent will be responsible for researching and collecting information on human rights violations, analyzing the impact of these violations on the country, and contributing to the drafting of human rights reports. The role also involves designing and implementing human rights training programs for various stakeholders, including law enforcement officials and civil society organizations. The Associate Human Rights Officer will play a key role in advocating for victims' rights and establishing accountability for human rights violations, while also liaising with various partners to create baseline data on the human rights situation in Liberia. This position requires a strong understanding of human rights issues, excellent research and analytical skills, and the ability to communicate effectively with diverse audiences.
Duties and Responsibilities: The duties and responsibilities of the Associate Human Rights Officer include:
Researching and collecting information on human rights violations, including gender dimensions, from various sources such as victims, witnesses, governmental and international organizations, and media.
Assisting in the legal analysis and drafting of documents related to human rights and transitional justice.
Maintaining awareness of updates on human rights violations and major political and legal developments.
Contributing to the design and implementation of human rights training programs targeting law enforcement officials and civil society organizations.
Advocating on behalf of victims to establish accountability for human rights violations.
Liaising with government, NGOs, and other partners to create baseline data on the human rights situation, focusing on vulnerable groups.
Collecting and analyzing data to identify trends and providing insights through data visualization methods.
Performing other related duties as required.
Required Qualifications: The position requires a strong background in human rights, law, or related fields. Candidates must possess knowledge of human rights issues and the ability to identify related problems in their political, ethnic, racial, gender equality, and socio-economic dimensions. Strong research and analytical skills are essential, along with the ability to draft human rights reports and communicate effectively. Candidates should demonstrate professionalism, teamwork, and a commitment to gender perspectives in their work.
Educational Background: Candidates must have an advanced university degree (Master's degree or equivalent) in law, international law, human rights, political science, international relations, social sciences, or a related field. Alternatively, a first-level university degree (Bachelor's degree or equivalent) combined with two additional years of qualifying work experience may be accepted in lieu of an advanced degree.
Experience: A minimum of 2 years of progressively responsible and relevant experience in law, international law, human rights, political affairs, or closely related areas is required. Experience in transitional justice and working with human rights accountability mechanisms is desirable, as is experience in human rights training and project management.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is desirable, and knowledge of another UN official language is considered an advantage.
Additional Notes: This position is temporarily available, with the possibility of extension subject to the availability of funds. Candidates for the National Professional Officer category must be of the nationality of Liberia. The position may be limited to internal candidates, and the selection process will adhere to the United Nations' commitment to diversity and inclusion.
