Job Overview:
The Senior Finance and Administrative Assistant will play a crucial role in the administration and financial management of the 'Ship to Shore Rights South-East Asia' project, which aims to promote safe labor migration and decent work in the blue economy. This position requires a proactive individual who can ensure compliance with ILO rules and regulations while providing financial and administrative support to the project. The incumbent will work closely with the Chief Technical Advisor and will be responsible for maintaining financial records, monitoring expenditures, and ensuring the accuracy of financial documentation. The role also involves coordinating with national project Finance Administration Assistants and liaising with project partners to ensure the effective implementation of project activities. The successful candidate will contribute to the overall success of the project by ensuring that financial processes are efficient and transparent, thereby supporting the project's objectives of enhancing labor rights and protections for migrant workers in the region.

Duties and Responsibilities:
The Senior Finance and Administrative Assistant will be responsible for a wide range of duties, including but not limited to: maintaining project financial records and monitoring systems to ensure accurate reconciliation of expenditures and payments; ensuring compliance with ILO financial regulations; reviewing and processing financial documentation, including contracts; coordinating with national Finance Administration Assistants to ensure timely financial reporting; analyzing complex financial documents to identify discrepancies; managing procurement processes for project supplies; preparing and monitoring project budgets; assisting in the preparation of donor reports and audits; providing administrative support for project workshops and meetings; maintaining accurate records of all financial transactions; consulting with the Finance Unit on procedural matters; and providing capacity building support to project stakeholders regarding financial reporting.

Required Qualifications:
Candidates must possess a completion of secondary school education, with formal training in accounting, mathematics, or finance being an asset. The role requires a strong understanding of financial and administrative rules and procedures, as well as excellent numerical analytical skills. Candidates should demonstrate responsible behavior, attention to detail, and the ability to maintain confidentiality. Proficiency in Microsoft Excel and other software applications is essential, along with the ability to communicate effectively in both written and oral forms. The ideal candidate will also have the ability to work independently and as part of a team, demonstrating organizational skills and the capacity to manage multiple tasks under pressure.

Educational Background:
The minimum educational requirement for this position is the completion of secondary school education. However, candidates with formal training in accounting, finance, or related fields will be preferred. This educational background is essential for understanding the complexities of financial management and administrative processes required for the role.

Experience:
Candidates should have at least six years of progressively responsible experience in financial and administrative roles. This experience should include managing financial records, preparing budgets, and ensuring compliance with organizational regulations. Languages:

This position is a fixed-term contract for two years, with the possibility of renewal based on performance and funding availability. The role is classified at the G6 grade level within the ILO.
