Job Overview: The Security and Justice Officer will play a crucial role in supporting the Community Policing Partnership (CPP) and Gender-Based Violence (GBV) initiatives under the Security and Justice Programme (SJP). This position involves mobilizing the Scanning, Analysis, Response, and Assessment (SARA) approach and building a network of stakeholders to facilitate project activities. The officer will engage with provincial and local stakeholders, analyze context dynamics related to security and justice, and track interventions initiated by various authorities. The role requires making evidence-based decisions and adapting project initiatives based on local contexts. The officer will also represent UNOPS in the provinces and contribute to the visibility and effectiveness of UNOPS as a service provider in project management.
Duties and Responsibilities:
Support the CPP and GBV workstream in stakeholder mapping and engagement.
Analyze context dynamics and report findings to the CPP and GBV Expert.
Track and assess S&J interventions and provide insights on obstacles and lessons learned.
Respond to inquiries from FCDO regarding S&J incidents.
Assist in making evidence-based decisions for project interventions.
Prepare monthly and quarterly reports on contextual analysis and programmatic support.
Conduct program monitoring missions and represent UNOPS in UN coordination.
Contribute to the achievement of CPP and GBV workstream results through contextual analysis and programmatic support.
Required Qualifications:
Advanced university degree (Master’s or equivalent) in Law, Human Rights, or Gender Studies.
A Bachelor’s degree with two additional years of relevant experience in related fields is acceptable.
Minimum of two years of relevant professional experience in the security and justice sector.
Experience in community-police partnerships, GBV prevention, and stakeholder management is highly desirable.
Proficiency in Google Suite applications is desirable.
Educational Background: Candidates must possess an advanced university degree (Master’s degree or equivalent) in fields such as Law, Human Rights, or Gender Studies. Alternatively, a Bachelor’s degree combined with two years of relevant professional experience in related disciplines is acceptable.
Experience: The position requires a minimum of two years of relevant professional experience in the security and justice sector. Experience in community engagement, GBV prevention, and working with multi-disciplinary teams is highly desirable. Familiarity with UNOPS or FCDO-funded projects is considered an asset.
Languages: Fluency in Nepali and English, both written and spoken, is required for this position. Additional language skills may be beneficial but are not mandatory.
Additional Notes: The contract type is a Local Individual Contractor Agreement at the Specialist level (LICA Specialist - 8). The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
