Job Overview: The Political Officer - Conflict Management position is a critical role within NORCAP, focusing on the preparation and implementation of activities related to conflict management and resolution efforts. The officer will support the development and implementation of conflict management policies and coordinate partnerships. This position requires a proactive approach to conflict situations, conducting research and analysis to inform policies and strategies. The Political Officer will work closely with AU Member States, regional organizations, and international partners to support conflict management initiatives, ensuring alignment with strategic goals and efficient resource use. The role also involves monitoring project progress and preparing reports on implementation and impact, as well as assisting in organizing meetings and workshops with relevant stakeholders.
Duties and Responsibilities: The Political Officer will have a range of responsibilities, including: assisting in the development and implementation of conflict management policies and frameworks; conducting research and analysis on conflict situations to inform CMD policies and strategies; preparing regular situation reports, analytical briefs, and recommendations for CMD leadership; working closely with AU Member States, RECs, RMs, and international organizations to support conflict management initiatives; managing assigned CMD projects to ensure alignment with strategic goals and efficient resource use; monitoring project progress and preparing reports on implementation and impact; assisting in the preparation of meetings, seminars, and workshops with relevant stakeholders on CMD initiatives; and performing any other relevant functions as assigned.
Required Qualifications: Candidates must possess a Master’s degree in Political Science, International Relations, International Development, Conflict, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security studies, Social Sciences, or a related discipline. Additionally, at least eight years of experience in planning, implementing, and managing projects within the peace and security domain is required, including skills in monitoring and evaluation. Candidates should demonstrate the ability to initiate and promote collaborative approaches, establish effective partnerships, develop clear program goals and plans, and possess management experience with excellent interpersonal skills. Strong drafting, reporting, communication, and negotiating skills are essential, along with experience working with donors and international partners.
Educational Background: A Master’s degree in one of the following disciplines is required: Political Science, International Relations, International Development, Conflict, Peace and Security studies, Social Sciences, or any other related discipline. This educational background is crucial for understanding the complexities of conflict management and the political landscape in which the officer will operate.
Experience: Candidates should have a minimum of eight years of relevant experience in the peace and security domain, particularly in planning, implementing, and managing projects. This experience should include skills in monitoring and evaluation, as well as a strong understanding of AU conflict management frameworks and policies. The ability to analyze evolving global and continental trends on conflict situations is also important.
Languages: Proficiency in English is mandatory for this position. Knowledge of other AU working languages such as Arabic, French, Spanish, or Portuguese would be considered an added advantage, enhancing the officer's ability to communicate effectively within the diverse context of the African Union.
Additional Notes: The position is for an initial period of one year, including a three-month probation period. The salary is set at P2, Step 5, inclusive of all allowances for internationally recruited staff.
