Job Overview: The Deputy Comptroller and Director of Financial Coordination and Policy Division plays a crucial role in overseeing the financial management and coordination of IOM. This position involves deputizing for the Comptroller and assisting in the responsibilities of the Department of Financial and Administrative Management (DFM). The Deputy Comptroller is expected to demonstrate leadership qualities and possess relevant experience in financial management, corporate controlling, and the implementation of enhanced financial data analytic systems. The role requires regular liaison with senior management within IOM and the UN system, ensuring compliance with financial regulations and policies, and facilitating comprehensive monitoring and analysis of budgetary and financial risks. The Deputy Comptroller will lead initiatives aimed at enhancing financial oversight and management, ensuring alignment with IOM's strategic objectives and operational needs.
Duties and Responsibilities:
Support the Comptroller in exercising overall financial control and compliance oversight, developing innovative finance operating solutions.
Oversee the financial internal control framework and initiate necessary revisions.
Lead the development and implementation of IOM's global financial management and administrative policy framework.
Collaborate with various divisions to monitor and report on the financial performance of the organization.
Lead teams to enhance financial oversight and management, ensuring robust financial controls.
Identify risks in accounting, budget, and project financials, summarizing and reporting to the Comptroller.
Coordinate with DFM Divisions on complex cases for efficient advice and resolution.
Propose and implement changes to financial and administrative systems and processes.
Prepare and deliver reports and presentations to senior management and governing bodies. 1
Develop financial management information using business intelligence tools. 1
Implement finance capacity building initiatives to attract and retain talent. 1
Maintain a list of open recommendations from oversight bodies and follow up on implementation. 1
Represent DFM in strategic financial projects and perform other duties as assigned.
Required Qualifications:
Master’s degree in Business Administration, Finance, Accounting, or related field from an accredited institution.
Fifteen years of relevant professional experience in financial management.
Professional accounting certification from an internationally recognized body is an advantage.
A minimum of fifteen years of progressively evolving leadership experience in financial management.
Experience with analytical tools and budgeting systems is considered an asset.
Solid understanding of International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS).
Experience in field operations of similar-sized international organizations is an advantage.
Educational Background: Candidates must possess a Master’s degree in Business Administration, Finance, Accounting, or a related field from an accredited academic institution. The educational qualifications must be from universities listed in the UNESCO World Higher Education Database, ensuring that the degree is recognized and valid for the position.
Experience: The position requires a minimum of fifteen years of progressively evolving leadership experience in financial management, specifically with responsibilities for accounting, financial reporting, and financial analysis within an international, decentralized, and/or multinational environment. Candidates should have experience with analytical tools and new reporting platforms, as well as a solid understanding of IPSAS or IFRS. Experience in field operations of similar-sized international organizations is also considered an advantage.
Languages: Fluency in English is required for this position, both oral and written. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in the required languages will be specifically evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The contract type is fixed-term for one year with the possibility of extension. The position is classified at the D-1 grade level. Internationally recruited professional staff are required to be mobile. Any offer made to the candidate is subject to funding confirmation. This selection process may be used to staff similar positions in various duty stations. Recommended candidates endorsed by the Appointments and Postings Board will remain eligible for appointment in a similar position for a period of 24 months.
