Job Overview: The National Information Management Officer plays a crucial role in supporting UNOCHA's mission by providing independent and impartial information and analysis on behalf of the humanitarian community. This position involves producing various information products, including maps, visuals, and interactive dashboards, to support the coordination of humanitarian efforts in Lebanon. The officer will work closely with the Head of Information Management Unit and the OCHA Head of Office to enhance data management and visualization capabilities, ensuring that information is accurate, timely, and accessible to all stakeholders. The role requires a proactive approach to identifying challenges in data systems and working collaboratively with partners to resolve them, ultimately contributing to a more effective humanitarian response.
Duties and Responsibilities: The National Information Management Officer will be responsible for a range of key duties, including:
Producing information products for the OCHA office, such as maps, visuals, and interactive dashboards on a regular and ad-hoc basis.
Building and maintaining interactive dashboards and geo-databases, managing data flows between different systems, and ensuring data quality control.
Promoting awareness of national information management tools and gathering feedback on their usability.
Developing presentations and training sessions to assist partners in using data collection systems.
Co-chairing the national Information Management Working Group, managing contact lists, sending invitations, and preparing meeting minutes.
Operationalizing country-specific common data standards and promoting them among partners.
Maintaining common operational datasets and ensuring interoperability of operational data between partners and agencies.
Required Qualifications: Candidates must possess an advanced university degree in engineering, geography, demography, statistics, or related fields. Alternatively, a first-level university degree (Bachelor's degree or equivalent) in the related fields, combined with an additional two years of relevant experience, will be considered in lieu of a master's degree. The position requires a strong foundation in information management, data analysis, and visualization, as well as proficiency in GIS software. Familiarity with web technologies and experience in report production using Adobe Illustrator/InDesign are desirable. Candidates should also have experience working with operational UN agencies or NGOs, particularly in survey design and geo-database management.
Educational Background: The educational background required for this position includes an advanced university degree in relevant fields such as engineering, geography, demography, or statistics. A first-level university degree (Bachelor's degree) will be accepted if accompanied by two additional years of relevant experience. This educational foundation is essential for understanding the complexities of information management and data analysis in a humanitarian context.
Experience: The National Information Management Officer should have up to two years of progressive relevant experience if holding a master's degree, or a minimum of two years of experience if holding a bachelor's degree. This experience should be in areas such as engineering, information management, web management, data management, GIS and mapping, and data analysis and visualization. Candidates with experience in the design and development of surveys, as well as geo-database management, will be at an advantage.
Languages: Fluency in written and spoken English and Arabic is essential for this position. Knowledge of French is considered an advantage, as it may facilitate communication with a broader range of stakeholders in the humanitarian community.
Additional Notes: The position is designated as non-rotational with a mobility requirement and is based in Beirut, Lebanon. The contract duration is for one year, and the role is expected to be full-time. The National Information Management Officer will be part of a dynamic team working to enhance the effectiveness of humanitarian responses in Lebanon, contributing to the overall mission of UNOCHA.
