Job Overview:
The Social and Behavior Change (SBC) Officer, NOA, will be based in the Mindanao Field Office in Cotabato City. This position is crucial as SBC is a substantial program strategy of the Country Programme. The SBC Officer will provide technical and operational support to the supervisor and internal colleagues by administering, executing, and implementing various tasks aimed at promoting community engagement and measurable behavioral and social change. This role requires the application of technical and theoretical skills, as well as a thorough understanding of organizational goals, rules, regulations, policies, and procedures. The officer will support strategy design and development of SBC activities, conduct comprehensive SBC situation analyses, and collect and synthesize qualitative and quantitative data to inform the SBC component of the Country Programmes of Cooperation and UNDAF for 2023-202
  • The officer will also assess the impact of SBC activities on UNICEF goals, ensuring that interventions lead to measurable improvements in children's rights and well-being.

Duties and Responsibilities:
The duties and responsibilities of the SBC Officer include supporting the design and development of SBC activities, conducting SBC situation analyses, collecting and synthesizing data, drafting and organizing materials for SBC strategies, assessing the impact of SBC activities, collaborating with partners for operational and technical support, providing logistical support for SBC activities, monitoring resource use, and supporting projects related to the prevention and response to Violence against Children (VAC). The officer will also build and maintain partnerships with civil society organizations and community groups, institutionalize best practices, support donor reporting, and develop training materials for capacity building initiatives. Additional tasks may be assigned by the supervisor as needed.

Required Qualifications:
The minimum requirements for this position include a university degree in social and behavioral science, sociology, anthropology, psychology, education, communication, development communications, public relations, or related fields. A postgraduate degree in any of these fields is considered an advantage. Candidates should have a minimum of one year of professional experience in areas such as social and behavior change, social development program planning and implementation, and public advocacy. Skills in program/project management, capacity development, knowledge management, and monitoring and evaluation are essential.

Educational Background:
Candidates must possess a university degree in relevant fields such as social and behavioral science, sociology, anthropology, psychology, education, communication, or public relations. A postgraduate degree in any of these areas is advantageous and may enhance a candidate's profile for this position.

Experience:
Candidates should have at least one year of professional and progressive experience in social and behavior change, social development program planning and implementation, and communication for development. Experience in relevant post-conflict or emergency-prone contexts is considered an asset, as is familiarity with education in Islamic settings and relevant experience in a UN system agency or organization.

Languages:
Fluency in English, both verbal and written, is required for this position. Knowledge of the local language is considered an asset, as it may enhance communication and engagement with local communities.
