Job Overview:
The consultant will conduct an assessment of existing practices in marriage and divorce registration and vital statistics in selected countries within the Arab region. This role is part of a collaborative initiative among UNFPA's three regional offices in Africa, aimed at developing comprehensive guidelines for marriage and divorce registration and vital statistics production. The consultant will be responsible for mapping and assessing the registration processes, identifying good practices, and contributing to the design of a framework for the guidelines. The consultant will work closely with other regional consultants and stakeholders to ensure that the guidelines are relevant and effective in the context of the Arab States.

Duties and Responsibilities:
  • Collaborate with regional consultants and the lead consultant to develop assessment tools for the evaluation of marriage and divorce registration practices.
  • Conduct a literature review to gather existing knowledge on marriage and divorce registration and vital statistics in the Arab region.
  • Assess current registration processes in selected countries, documenting good practices and stakeholder consultations.
  • Produce an inventory of knowledge products relevant to the assignment for integration into the UNFPA knowledge management platform.
  • Contribute to the design of a framework for the development of guidelines, covering best practices, minimum standards, roles of registrars, use of technology, data management, and ethical considerations.
  • Validate and finalize the draft framework, incorporating feedback from key stakeholders before final approval.

Required Qualifications:
  • Advanced degrees in demography, statistics, law, public health, public policy, social sciences, or related fields.
  • At least 7 years of experience, with a minimum of 3 years in civil registration, legal reform, or CRVS systems development.
  • Proven expertise in drafting policy guidelines or legal frameworks.
  • Knowledge of international CRVS standards and best practices.
  • Strong communication, stakeholder engagement, and analytical skills.
  • Experience working in the African context is highly desirable.

Educational Background:
Candidates must possess advanced degrees in relevant fields such as demography, statistics, law, public health, public policy, or social sciences. This educational background is essential for understanding the complexities of civil registration and vital statistics systems.

Experience:
The position requires at least 7 years of professional experience, including a minimum of 3 years specifically focused on civil registration, legal reform, or the development of CRVS systems. Candidates should have demonstrated expertise in drafting policy guidelines or legal frameworks, as well as a solid understanding of international CRVS standards and best practices.

Languages:
Fluency in both written and oral Arabic and English is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, but Arabic and English are essential for effective communication and documentation.

  • Payment will be made upon successful completion of deliverables, with specific percentages allocated to different milestones. The consultant will work from home but may be required to travel to Algeria and Jordan for field assessments.
