Job Overview:
The Training and Research Officer position is part of the Development Cooperation project titled 'Strengthening Social Partners and Civil Society Capacities on Fundamental Principles and Rights at Work.' This project is funded by the European Union and aims to enhance the respect for fundamental labor standards in the evolving world of work. The officer will play a crucial role in delivering project activities, particularly focusing on enhancing the knowledge of social partners and civil society organizations regarding fundamental labor rights. The officer will design and implement a modular training program and oversee grant support schemes, ensuring effective action towards improving labor rights. The role requires collaboration with various stakeholders, including social partners and civil society organizations in Turkey, to facilitate the project's objectives and ensure timely delivery of activities.

Duties and Responsibilities:
  • Oversee the technical and administrative implementation of research and training activities within the project.
  • Analyze the country's development plans and priorities related to fundamental labor rights, providing written reports to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director.
  • Design and deliver a modular training program, supervising consultants in developing training content.
  • Ensure timely delivery of activities under Output 1.1, enhancing the knowledge of social partners and civil society organizations.
  • Identify and supervise researchers for needs assessments and research studies, ensuring quality outputs.
  • Establish an e-library and integrate it with the ILO Academy, conducting needs assessments for target groups.
  • Prepare reports and briefs on project activities and fundamental labor rights, ensuring clarity and completeness.
  • Monitor project progress, providing technical feedback and analyzing reports.
  • Collaborate with stakeholders to facilitate project implementation. 1
  • Coordinate training and research consultants for efficient delivery of activities. 1
  • Organize events related to project activities. 1
  • Support the grant support scheme by overseeing grantees. 1
  • Ensure terms of references for consultants align with project requirements. 1
  • Provide guidance to project team members and stakeholders for timely delivery of outputs. 1
  • Offer policy guidance on research and training, including curriculum development. 1
  • Liaise with ILO HQ technical departments for support. 1
  • Brief ILO specialists and project experts on program matters. 1
  • Draft official correspondence and public information materials. 1
  • Conduct regular missions to project sites and meetings with stakeholders. 2
  • Perform additional duties as assigned by the Senior Project Coordinator and Director of ILO Office for Turkey.

Required Qualifications:
Candidates must possess a first-level university degree in political sciences, international relations, economics, sociology, social sciences, business administration, or related fields. The position requires a strong understanding of fundamental labor rights and experience in capacity building, training design, and social research. Knowledge of ILO and EU project implementation procedures is advantageous. Candidates should demonstrate strong analytical skills, effective communication abilities, and a commitment to diversity and inclusion in the workplace.

Educational Background:
A first-level university degree in relevant fields such as political sciences, international relations, economics, sociology, social sciences, or business administration is required for this position. This educational background is essential to understand the complexities of labor rights and the socio-economic factors influencing them.

Experience:
The ideal candidate should have a minimum of two to three years of professional experience in areas related to fundamental labor rights, capacity building, training design and delivery, event management, and social research. Experience in project/program management, particularly in designing, implementing, and monitoring social policies, is crucial. Familiarity with research methodologies and digital training development will be considered an asset.

Languages:
Candidates must have an excellent command of both English and Turkish, both oral and written. Proficiency in these languages is essential for effective communication and collaboration with stakeholders and project participants.

Additional Notes:
The position is a fixed-term contract for one year, with the possibility of extension until December 31, 2027, depending on the availability of funds and the continuing need for the role.
