Job Overview: The position of P5 Partnerships Officer is situated within the Development Cooperation Support Unit (DCSU) of the Partnerships Department. This department is responsible for establishing, developing, and maintaining strategic partnerships to promote social justice in close interaction with other ILO portfolios at headquarters and in the regions. The officer will formulate the ILO's development cooperation strategy and contribute to consultations and negotiations with development partners to promote coherence in policies related to social justice and decent work. The role also involves mobilizing voluntary contributions for the ILO program and coordinating technical and financial reporting to partners. The officer will facilitate the streamlining of processes and procedures and assist in improving services offered in the regions. The position reports directly to the Director of the Partnerships Department.
Duties and Responsibilities:
Plan, direct, manage, and coordinate the work of the DCSU, including the development, implementation, and monitoring of work plans, and defining priorities in line with the Strategic Plan and the Programme and Budget results of the Organization. Ensure that the unit staff maximizes available resources to achieve results and guarantees the timely and effective use of the Performance Management Framework.
Promote and contribute to the efficient management and effective oversight of the ILO's development cooperation portfolio by integrating policy recommendations, simplifying operational processes, and promoting compliance with international and ILO standards on program and project management.
Prepare, coordinate, and review contributions to documents and reports for the Governing Body and the International Labour Conference regarding partnerships, trends, and strategies in development cooperation.
Support departmental discussions and negotiations with development partners during official meetings and evaluations, providing strategic advice on international development cooperation effectiveness and global partnerships.
Ensure alignment with other programs and quality control in project design by overseeing evaluation mechanisms and providing assistance in project design and training activities for ILO staff.
Initiate, coordinate, and drive ILO communication initiatives aimed at internal and external audiences regarding projects, results, and partnerships in development cooperation.
Required Qualifications:
Advanced university degree in Economics, Social Sciences, International Studies, or another relevant field. A first-level university degree in one of the mentioned fields or another relevant discipline, combined with two additional years of relevant professional experience, may be accepted in lieu of an advanced degree.
At least ten years of professional experience in managing technical cooperation activities in a senior role, including international experience.
Excellent command of one of the ILO's working languages (Spanish, French, or English) and practical knowledge of a second working language.
Strong knowledge of the ILO's policies, programs, practices, and administrative procedures; understanding of development issues and needs in various countries; demonstrated ability to define and solve problems in line with the interests of stakeholders; capacity to conduct socioeconomic research and analysis; ability to represent the organization and provide specialized technical and normative advice; demonstrated capacity to lead, motivate, and train staff; excellent management skills and ability to work in a multicultural environment with sensitivity to gender issues.
Educational Background: Candidates must possess an advanced university degree in relevant fields such as Economics, Social Sciences, or International Studies. Alternatively, a first-level university degree in a relevant discipline, combined with additional relevant professional experience, may be accepted.
Experience: The position requires a minimum of ten years of professional experience in managing technical cooperation activities at a senior level, with a strong emphasis on international experience. Candidates should have a proven track record in the field of development cooperation and project management.
Languages: Candidates must have an excellent command of one of the ILO's working languages (Spanish, French, or English) and practical knowledge of a second working language. It is expected that if appointed, candidates will acquire proficiency in a second working language during their first years of service.
Additional Notes: The contract is for a fixed duration and is subject to the ILO's Staff Regulations and other applicable internal rules. The initial contract will be for a period of 24 months, with external candidates subject to a probationary period during their first two years of service. Extensions of the contract are contingent upon satisfactory performance during the probationary period.
