Job Overview:
The Consultant for Teacher Education will play a pivotal role in supporting the UNESCO Regional Bureau for Education in Latin America and the Caribbean (OREALC/UNESCO Santiago) in its mission to advance the Global Education Agenda 203
  • This position involves providing technical and operational support for the formulation, management, planning, and implementation of projects related to teacher education. The consultant will work closely with the Chief of the Section for the Right to Education and Educational Innovation, contributing to the development of teacher policies and frameworks, quality teacher training, and professional development programs. The role requires collaboration with various stakeholders, including external partners, to enhance the effectiveness of educational initiatives and ensure alignment with regional and global strategies.

Duties and Responsibilities:
The consultant will be responsible for a wide range of duties, including:
  • Providing technical and operational support for ongoing projects related to teacher education, including resource mobilization and establishing strategic partnerships.
  • Supporting the development and implementation of the regional teacher strategy in alignment with global and regional educational strategies.
  • Acting as a liaison with external partners, defining collaboration terms, deliverables, and ensuring successful project management.
  • Collaborating with colleagues and UNESCO offices in Latin America and the Caribbean on teacher-related issues.
  • Analyzing policies related to teacher education and professional development, including document reviews and qualitative data collection.
  • Developing thematic documents on teacher policies and education, identifying best practices and recommendations.
  • Providing technical assistance to countries and regional organizations on teacher education initiatives.
  • Preparing follow-up reports on projects related to teachers.
  • Supporting the publication process in accordance with UNESCO guidelines. 1
  • Writing reports, materials, and communication resources in both Spanish and English. 1
  • Performing any additional tasks as requested by the supervisor that contribute to the objectives of OREALC/UNESCO Santiago.

Required Qualifications:
Candidates must possess postgraduate studies (Master's or equivalent) in relevant fields such as Education, Pedagogy, Sociology, Anthropology, Economics, Social Sciences, or Public Policy. They should have proven experience in teacher policies and frameworks, teacher training, and professional development within Latin American and Caribbean contexts. Experience in project coordination and management, including design, planning, execution, and evaluation, is essential. Candidates should also demonstrate extensive research experience, strong self-management and teamwork skills, and the ability to synthesize and publish technical materials. Excellent communication skills in both written and oral forms are required, along with proficiency in Spanish and English.

Educational Background:
A Master's degree or equivalent in Education, Pedagogy, Sociology, Anthropology, Economics, Social Sciences, Public Policy, or a related discipline is required. A relevant PhD is considered a desirable qualification, particularly for candidates with publications on teaching topics, teacher training, and educational innovation.

Experience:
Candidates should have substantial work experience in teacher policies and frameworks, teacher training (both pre-service and in-service), and teacher professional development. Experience in project coordination and management, including the design and execution of educational initiatives, is crucial. Previous research experience, whether qualitative or quantitative, is also necessary.

Languages:
Proficiency in Spanish and English is mandatory, both written and oral. Knowledge of Portuguese or French is considered an asset, enhancing the candidate's ability to engage with diverse stakeholders in the region.
