Job Overview: The position of Consultant for the identification of adaptation actions and the elaboration of an implementation plan within the Nationally Determined Contributions (NDC) and the National Adaptation Plan (NAP) is crucial for addressing climate change impacts in Cameroon. The consultant will be responsible for assessing the current adaptation strategies and identifying gaps in the existing plans. The role requires a comprehensive understanding of climate change adaptation frameworks and the ability to develop actionable plans that align with national and international climate commitments. The consultant will work closely with various stakeholders, including government agencies, local communities, and international partners, to ensure that the proposed actions are feasible and sustainable. The consultant is expected to deliver a detailed report outlining the identified actions, implementation strategies, and recommendations for enhancing the resilience of vulnerable populations in Cameroon.
Duties and Responsibilities:
Conduct a thorough analysis of existing adaptation strategies and policies in Cameroon, focusing on the NDC and NAP.
Identify key stakeholders involved in climate adaptation efforts and facilitate consultations to gather insights and perspectives.
Develop a comprehensive list of adaptation actions that address the specific needs and vulnerabilities of different sectors, including agriculture, health, and infrastructure.
Create an implementation plan that outlines timelines, responsibilities, and resource requirements for each identified action.
Prepare a detailed report summarizing findings, recommendations, and proposed actions for enhancing climate resilience.
Present the findings to relevant stakeholders and incorporate feedback into the final report.
Ensure that all proposed actions are aligned with national and international climate policies and frameworks.
Required Qualifications:
Proven experience in climate change adaptation, environmental policy, or related fields.
Strong analytical skills and the ability to synthesize complex information into actionable recommendations.
Excellent communication and interpersonal skills, with experience in stakeholder engagement.
Familiarity with the UNDP procurement process and guidelines is an asset.
Ability to work independently and manage multiple tasks effectively under tight deadlines.
Educational Background: A Master's degree in Environmental Science, Climate Change, Sustainable Development, or a related field is required. A PhD in a relevant discipline would be an advantage.
Experience: A minimum of 5 years of professional experience in climate change adaptation, environmental policy development, or related areas is required. Experience working with international organizations, particularly in the context of UNDP projects, is highly desirable.
Languages: Fluency in French is mandatory, as the position requires communication with local stakeholders and government officials. Proficiency in English is an asset, as it may be necessary for reporting and communication with international partners.
Additional Notes: The consultancy is expected to last for a period of 45 days. This position is open to both national and international candidates. The consultant will be compensated based on their qualifications and experience, and the payment terms will be discussed upon selection. The consultant is expected to work remotely but may be required to travel within Cameroon for stakeholder consultations.
