Job Overview: The Shelter and Settlements Technical Officer is responsible for the day-to-day implementation of the Shelter Program through local partners, specifically focusing on the left bank of Moldova. This role involves adhering to NRC policies and government regulations, implementing delegated project activities, preparing technical reports, and ensuring proper documentation of technical processes. The officer will also engage in capacity building, promote gender and protection mainstreaming, and collaborate with other teams to provide comprehensive services to beneficiaries. The position requires a proactive approach to identifying and assessing new ways to assist vulnerable populations, ensuring that the most in-need beneficiaries are targeted effectively.
Duties and Responsibilities: The officer will support local partners in conducting technical needs assessments, facilitating focus group discussions, and engaging in contractor meetings. They will supervise the selection of project participants based on established criteria and prepare training materials for them. Monitoring the rehabilitation works and ensuring compliance with project specifications is crucial, as is consolidating site-level Bills of Quantities (BoQs) for procurement. The officer will assist in developing technical specifications and designs, oversee project documentation, and collaborate with the Monitoring and Evaluation (M&E) team to track project activities. Additionally, they will contribute to creating lessons learned documents and undertake any other relevant tasks as assigned by the Project Coordinator.
Required Qualifications: Candidates must possess a university degree or diploma from a technical institute in civil engineering or architecture. A minimum of three years of experience in the construction sector is essential, along with a proven track record in planning, designing, and implementing construction projects. Experience in monitoring and documenting project implementation is also required. Candidates should demonstrate strong skills in developing BoQs, Statements of Work (SoW), and technical material specifications. The ability to prioritize tasks, strong communication and interpersonal skills, and proficiency in computer applications, particularly Word and Excel, are necessary. Familiarity with Microsoft Project and CAD software is considered an advantage.
Educational Background: The position requires a university degree or a diploma from a technical institute in civil engineering or architecture. This educational background is critical for understanding the technical aspects of shelter programming and construction management.
Experience: Candidates should have at least three years of relevant experience in the construction sector. This experience should encompass planning, design, and implementation of construction projects, as well as monitoring and documenting project activities. Languages: Fluency in English, both written and verbal, is mandatory. Additionally, candidates must be fluent in Russian and Romanian, as these languages are essential for effective communication with local partners and beneficiaries.
