Job Overview:
The ICLA Specialist position is pivotal in the technical development of the ICLA program, providing strategic direction and quality assurance while developing the ICLA strategy. The role involves mentoring, training, and capacity building of staff on ICLA technical capacity. The ICLA Specialist will identify country program priorities, problems, and challenges from an ICLA perspective, adopting a problem-solving approach in collaboration with other core competencies, support departments, and senior management. This includes leading assessment design and analysis for ICLA, contributing to multi-sector assessments and response designs, and assessing and analyzing context to identify and monitor risks, constraints, opportunities, and technical issues. The position also entails leading the development of ICLA concept notes, proposals, and budgets, as well as supporting multi-sector donor reports. The ICLA Specialist will train and capacitate ICLA staff on technical procedures applied in Project Cycle Management (PCM) and support the recruitment of ICLA staff, promoting a culture of shared learning within the ICLA core competency and across other competencies. The role requires enabling and guiding the mainstreaming of gender, protection, and environmental considerations into ICLA strategies and operational practices, as well as liaising with relevant donors and representatives.

Duties and Responsibilities:
The ICLA Specialist will be responsible for a comprehensive set of duties, including:
  • Identifying country program priorities and challenges from an ICLA perspective and adopting a problem-solving approach.
  • Leading assessment design and analysis for ICLA and contributing to multi-sector assessments and response designs.
  • Assessing and analyzing context to identify and monitor risks, constraints, opportunities, and technical issues.
  • Leading the development of ICLA concept notes, proposals, and budgets.
  • Supporting the preparation of multi-sector donor reports, both narrative and financial.
  • Training and capacitating ICLA staff on technical procedures applied in PCM.
  • Supporting the recruitment of ICLA staff and developing their work roles and responsibilities.
  • Promoting a culture of shared learning within the ICLA core competency and across other competencies.
  • Enabling and guiding the mainstreaming of gender, protection, and environmental considerations into ICLA strategies and operational practices. 1
  • Implementing and strengthening the local partnership approach of the ICLA program. 1
  • Liaising with relevant donors and representatives. 1
  • Participating in and contributing to cluster/sectoral coordination structures. 1
  • Contributing to strengthening NRC's position in DR Congo by liaising with relevant authorities, UN agencies, donors, other NGOs, and protection sector actors. 1
  • Conducting Collaborative Dispute Resolution (CDR), Housing Land and Property (HLP), and other thematic trainings in the program. 1
  • Supporting area teams with advice on ICLA project implementation challenges.

Required Qualifications:
Candidates must possess a minimum of 4 years of experience within the human rights, legal assistance, or displacement area of expertise in a humanitarian or recovery context. A strong understanding of relevant human rights frameworks, including refugee rights, IDP rights, and law" style="border-bottom: 1px dotted #007bff !important;">humanitarian law, is essential. Candidates should have solid knowledge of and experience applying protection principles within humanitarian responses, as well as experience working in complex and volatile contexts. Documented results related to the position's responsibilities and knowledge about one's leadership skills/profile are also required.

Educational Background:
The position requires a relevant educational background, typically a degree in law, human rights, social sciences, or a related field. Advanced degrees or specialized training in humanitarian law or protection issues may be advantageous.

Experience:
Candidates should have significant experience in managing and implementing ICLA-type responses in both volatile and recovery contexts. High-level experience in program management associated with legal assistance, land rights, and civil documentation is necessary. Additionally, candidates should have documented experience working with donors and be conversant with their technical frameworks, strategic priorities, and reporting requirements.

Languages:
Professional fluency in French is mandatory, along with an advanced level of English, both written and verbal. Knowledge of additional languages relevant to the region may be considered an asset.
