Job Overview:
The Livelihoods and Food Security Programme Development Manager is responsible for designing, developing, and implementing the strategic Livelihoods and Food Security (LFS) program for NRC in Chad, particularly in the eastern regions. This role involves creating strategies for the sector, developing standard operating procedures (SOPs), and ensuring compliance with NRC policies and guidelines. The manager will oversee project proposals, budgets, and reports to donors, ensuring high-quality technical management of LFS-related personnel and projects. The position requires coordination with local and national authorities, stakeholders, and representation of NRC in relevant forums. The manager will also focus on capacity building within the team and ensure effective collaboration with other sectors and programs.

Duties and Responsibilities:
  • Develop the strategy for the LFS sector, including SOPs and a macro logical framework.
  • Ensure compliance with NRC policies and strategic program tools.
  • Lead the development of funding proposals, project budgets, and donor reports.
  • Manage the technical implementation of LFS projects, ensuring adherence to project proposals and NRC strategy.
  • Monitor contractual commitments and maintain high technical quality in project implementation.
  • Recruit, onboard, and manage LFS personnel, ensuring capacity building and skill transfer through quality training and continuous supervision.
  • Liaise with local and national authorities and represent NRC in relevant forums and working groups.
  • Collaborate with the Advocacy and Communication Manager to identify advocacy issues and enhance NRC's visibility in the community.

Required Qualifications:
  • At least 4 years of experience in a similar role within humanitarian and recovery contexts, with a strong nexus approach.
  • Proven experience in innovation and idea incubation, particularly in conflict contexts.
  • Familiarity with complex and volatile environments.
  • Expertise in LFS, focusing on economic and social dimensions such as social safety nets, market systems, employment support, entrepreneurship, agriculture, and value chains, with gender sensitivity.
  • Strong leadership skills and self-awareness regarding personal competencies.
  • Proficiency in English and French, both written and spoken; Arabic is a plus.

Educational Background:
A relevant degree in social sciences, development studies, or a related field is required. Advanced degrees or specialized training in livelihoods, food security, or humanitarian assistance are advantageous.

Experience:
Candidates should possess a minimum of 4 years of relevant experience in livelihoods and food security programming, particularly in humanitarian settings. Experience in project management, proposal writing, and donor reporting is essential, along with a demonstrated ability to work in challenging environments.

Languages:
Fluency in English and French is mandatory, with strong written and verbal communication skills. Proficiency in Arabic is considered an asset, enhancing the ability to engage with local communities and stakeholders.
