Job Overview:
The Head of Programs plays a crucial role in supporting the director" style="border-bottom: 1px dotted #007bff !important;">Country Director in developing, setting up, implementing, and monitoring activities within the country. This position is responsible for supervising and coordinating all Solidarités programs in the assigned country. The Head of Programs will face various strategic challenges, including operational monitoring, program team management, reporting, communication, and representation. In the initial months, the Head of Programs will focus on supporting the coordination-team" style="border-bottom: 1px dotted #007bff !important;">coordination team and base teams in launching activities, overseeing recruitment, induction, and training of the program team, ensuring that current activities are monitored and implemented according to planning and technical requirements, and coordinating the design and writing of new proposals while contributing to the development of an intervention strategy for the country.

Duties and Responsibilities:
The Head of Programs will have a comprehensive set of responsibilities, including but not limited to:
  • Supporting the Country Director in the overall management of the country program.
  • Supervising and coordinating the implementation of all programs in the country.
  • Ensuring effective communication and collaboration among program teams and other stakeholders.
  • Developing and monitoring program budgets and ensuring compliance with donor regulations.
  • Leading the recruitment, training, and capacity building of program staff.
  • Overseeing the development of new project proposals and ensuring alignment with organizational strategies.
  • Conducting regular field visits to monitor program implementation and assess needs.
  • Representing the organization in meetings with donors, partners, and local authorities.
  • Ensuring that all program activities are documented and reported in a timely manner. 1
  • Contributing to the strategic planning and development of the country mission.

Required Qualifications:
Candidates must possess a Master’s degree in humanitarian/development studies, social sciences, management, or a related discipline. Additionally, candidates should have a strong understanding of donor policies and guidelines, particularly with organizations such as ECHO, BHA, or CDCS. Experience working in countries with stringent administrative regulations and in coordination with local authorities is essential. Candidates should also demonstrate strong reporting and writing skills, as well as a proven ability to work effectively in consortiums and partnerships with local and international NGOs. Knowledge and experience in SI's sectors of expertise, including WASH, FSL, and Shelter, are also required.

Educational Background:
A Master’s degree in a relevant field such as humanitarian/development studies, social sciences, or management is mandatory for this position. This educational background is crucial for understanding the complexities of humanitarian work and the management of programs in challenging environments.

Experience:
Candidates should have a minimum of 5 years of experience in the humanitarian sector, with at least 3-4 years in similar positions. This experience should include a proven track record of managing programs and teams in complex environments, particularly in East Africa, which is considered an asset.

Languages:
Fluency in English is compulsory for this position. Knowledge of a local language would be considered an asset, enhancing communication and engagement with local communities and stakeholders.

  • The role is based in Ethiopia, specifically in East Africa, and involves a salaried position starting from EUR 2860 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation and travel expenses. The organization implements a break system, allowing for time off every three months, with additional rest days granted for each month worked. Expatriates benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions are generally good at the capital level, but may vary in field locations.
