Job Overview: The HR Manager position at NRC involves overseeing, managing, developing, and strengthening all Human Resources and Administration functions to ensure efficient and effective support for the NRC Country Programme in Jordan. The role emphasizes effective recruitment, staff development, and training, while also focusing on the digital transformation of HR processes and promoting a culture of inclusion and well-being. The HR Manager will contribute to the organization's strategy and action plans through various HR initiatives, implement and optimize NRC's HR systems and procedures at the national level, and ensure compliance with Jordanian labor laws and NRC policies. This position requires a proactive approach to HR analytics, regular reporting for decision-making, and leading the HR team to foster a culture of continuous improvement.
Duties and Responsibilities:
Oversee and manage all HR and Admin functions to provide effective support to the NRC Country Programme in Jordan.
Implement and optimize NRC's HR systems and procedures at the national level.
Ensure adherence to Employment Guidelines, Diversity, Equity, and Inclusion (DEI) initiatives, and other NRC policies.
Maintain compliance with Jordanian labor law and data protection regulations.
Conduct regular HR analytics and prepare data-driven reports for decision-making.
Lead and develop the HR team at the country office, promoting a culture of continuous improvement.
Provide training and support for HR teams and staff with personnel management responsibilities.
Establish and maintain secure digital and physical personnel documentation systems.
Actively promote Prevention of Sexual Exploitation and Abuse (PSEA) standards and principles. 1
Develop and implement employee well-being and mental health support programs. 1
Minimum of 5 years of experience as a senior HR Manager in humanitarian or recovery contexts.
Experience and knowledge of the Jordan context and the wider Middle East regional context.
Proven experience managing HR systems supporting 200+ staff.
Strong people management and leadership experience, including external engagement with key stakeholders.
Demonstrated ability to develop HR strategies and action plans.
Strong communication and interpersonal skills to engage effectively with internal and external stakeholders.
Educational Background: A relevant degree in Human Resources, Business Administration, or a related field is required. Additional certifications in HR management or related areas will be considered an asset.
Experience: Candidates must have a minimum of 5 years of experience in a senior HR management role, specifically within humanitarian or recovery contexts. Experience in managing HR systems for a large workforce and familiarity with the Jordanian labor market is essential. Proven leadership skills and the ability to engage with various stakeholders are also required.
Languages: Fluency in both English and Arabic, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an advantage.
Additional Notes: The duty station for this position is Amman, Jordan. The contract is initially set to end in December 2025 and is renewable based on performance and organizational needs. The role may require travel within the country, estimated at 20%. The salary and benefits will be based on Grade 9 of NRC’s Jordan national salary scale, along with accompanying terms and conditions.
