Job Overview: The Monitoring, Evaluation and Learning (MEL) Assistant position is integral to the NRC Palestine M&E unit, focusing on implementing M&E plans that encompass data collection, validation, and analysis. The role involves supporting the MEL team in maintaining databases, conducting field monitoring visits, and ensuring timely reporting of monitoring data. The MEL Assistant will also assist in developing data collection methodologies and tools, providing technical training to program staff, and contributing to the overall strategy of the organization. This position is crucial for enhancing program quality and ensuring that the needs of the most vulnerable beneficiaries are met effectively.
Duties and Responsibilities: The MEL Assistant will carry out a variety of responsibilities, including:
Adhering to NRC policies, tools, handbooks, and guidelines.
Assisting in the implementation of M&E activities according to the action plan.
Preparing and developing status reports as required by management.
Ensuring proper filing of documents.
Contributing to the country strategy process and the development of the M&E strategy.
Conducting field monitoring visits and follow-ups to assess program quality.
Supporting the MEL team in maintaining updated MEL databases.
Managing data and ensuring clear information flow between program and MEL teams.
Conducting Key Informant Interviews (KIIs), Focus Group Discussions (FGDs), and surveys as needed. 1
Assisting in data collection, validation, analysis, and interpretation. 1
Reporting monitoring data in a timely manner to relevant staff. 1
Providing technical training sessions for program staff related to M&E activities and tools. 1
Supporting learning sessions with program staff based on M&E findings. 1
Undertaking any other reasonable tasks assigned by management.
Required Qualifications: Candidates must possess the following qualifications:
Experience working in a humanitarian or recovery context.
Previous experience in complex and volatile contexts is desirable.
Strong analytical skills.
Proficient knowledge of Arabic.
Good organizational skills.
Excellent interpersonal and communication skills.
Basic written and spoken English proficiency.
Educational Background: A university degree in Engineering, Business Administration, or other related fields is required. Knowledge of various data collection methodologies and mobile data collection tools is advantageous.
Experience: A minimum of 12 months of experience in data collection and/or data analysis is required. Experience in qualitative and quantitative data collection, data analysis, and validation, such as using Power BI, is considered an advantage.
Languages: Proficiency in Arabic is mandatory, while basic English skills are also required. Additional language skills may be beneficial but are not mandatory.
Additional Notes: The position is a 7-month contract with a working schedule of 40 hours per week from Sunday to Thursday. The salary and benefits are based on NRC’s salary scale and terms and conditions, specifically for the Gaza Duty Station. The role is open only to residents of the Gaza Strip. The start date is as soon as possible, and recruitment is ongoing until the position is filled.
