Job Overview:
The Systems Engineering Manager will play a pivotal role within the Executive Directorate (EXD) of the OECD, focusing on the management of the organisation's IT infrastructure and cloud services. This position requires a blend of technical expertise and leadership skills, as the manager will oversee a team responsible for delivering, operating, maintaining, and evolving a secure hybrid IT infrastructure. The role involves hands-on technical work as well as strategic oversight, ensuring that the systems and services are available, performant, and secure. The manager will collaborate with various teams to ensure that the IT services align with the organisation's goals and meet the needs of its stakeholders.

Duties and Responsibilities:
  • Provide systems engineering and cloud management expertise, ensuring compliance with corporate policies and requirements.
  • Lead the Systems Engineering team, overseeing the design, installation, management, and decommissioning of systems and cloud services.
  • Ensure optimal software, tools, and monitoring systems are in place for effective systems and cloud management.
  • Administer and optimize operational processes, troubleshoot issues, and propose mitigation strategies.
  • Analyze and update operating procedures to maintain relevance and compliance.
  • Plan and execute systems engineering activities, ensuring collaboration with IT Service Desk and other departments.
  • Contribute to budgetary requirements for systems and cloud management.
  • Manage the Systems Engineering team, providing mentorship and conducting performance reviews.
  • Lead systems engineering and cloud projects, ensuring high-quality outputs on time and within budget. 1
  • Facilitate effective communication within the team and with other departments. 1
  • Manage relations with third-party suppliers to maximize value for the organisation. 1
  • Stay updated on industry trends and contribute to a culture of continuous learning and innovation.

Required Qualifications:
  • An advanced university degree in information technology, business administration, or a related field, or equivalent practical experience.
  • Relevant professional certifications in technologies related to systems and cloud management.
  • Proven experience in managing large, complex IT operations and secure hybrid cloud environments.
  • Strong business acumen with at least 5 years of industry expertise.
  • Extensive experience in implementing and managing secure hybrid cloud environments.
  • Knowledge of IT project management methodologies and industry frameworks, including ITIL.
  • Experience in guiding and managing staff in a matrixed organizational structure.
  • Experience in vendor management and procurement activities.

Educational Background:
Candidates must possess an advanced university degree in information technology, business administration, or a related field. Equivalent practical experience may also be considered. Relevant professional certifications in technologies related to systems and cloud management are highly desirable.

Experience:
The ideal candidate should have a minimum of 5 years of proven experience in managing large and complex IT operations, particularly in secure hybrid cloud environments. Experience should include implementation, maintenance, support, and budget management for IT projects. Familiarity with guiding and managing staff and contractors in a matrixed organizational structure is also essential.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language and a commitment to reach a good working level. Knowledge of additional languages would be considered an asset.

Additional Notes:
The position offers an open-ended contract with a monthly salary starting at 9,235.73 EUR, plus allowances based on eligibility, exempt from French income tax. The selection process includes a short assessment for all applicants, with further assessments for retained candidates. Panel interviews are planned for March/April 202
