Job Overview: The Senior Programme Officer position is situated within the Bureau for Employers’ Activities (ACT/EMP) of the ILO. This role is pivotal in designing and implementing regional development cooperation programmes tailored to the needs and priorities of Employers and Business Membership Organizations (EBMOs) in Latin America and the Caribbean. The incumbent will be responsible for liaising between the ILO Regional Office and employer constituents, providing policy advice to senior officials, and ensuring that the priorities of EBMOs are reflected in ILO policy documents. The position requires a strategic approach to capacity building for EBMOs, fostering collaboration, and enhancing their representation and effectiveness in the region.
Duties and Responsibilities:
Develop a comprehensive work plan every two years in consultation with EBMOs, ensuring alignment with regional needs and available resources.
Implement the work plan, conducting quarterly reviews and comprehensive reporting on progress, challenges, and lessons learned.
Advise senior ILO officials on the policy priorities of EBMOs, ensuring these are integrated into relevant ILO documents and proposals.
Organize training, workshops, and other activities to assist EBMOs in developing policy proposals aimed at improving the business environment and productivity.
Seek alternative funding sources for projects and perform other relevant duties as assigned.
Required Qualifications: Candidates must possess an advanced university degree in economics, law" style="border-bottom: 1px dotted #007bff !important;">labour law, public administration, industrial relations, political science, or a related field. Alternatively, a first-level university degree in one of these fields, combined with two additional years of relevant experience, will be accepted. Candidates should demonstrate a strong understanding of the ILO's mission and the ability to navigate complex policy environments.
Educational Background: An advanced university degree is required, with a focus on economics, labour law, public administration, industrial relations, political science, or a related field. A first-level university degree with additional relevant experience may also be considered.
Experience: Candidates should have at least ten years of professional experience, including five years in senior management roles within employers’ organizations or similar entities. Experience in development cooperation management and familiarity with the Latin America and Caribbean regions are highly desirable. Knowledge of business productivity and just transition issues will be considered an asset.
Languages: Fluency in both Spanish and English is essential for this position, enabling effective communication with diverse stakeholders across the region.
