Job Overview: The Logistics Technical Assistant – Procurement plays a crucial role in supporting the procurement function within NRC. This position is responsible for assisting in the day-to-day implementation of procurement activities, which include the procurement of goods, works, and services. The role requires close collaboration with program and support staff to generate Purchase Requests (PRs), conduct market surveys, and provide estimated pricing. The assistant will ensure proper documentation and filing in compliance with audit requirements, maintain trackers for procurement processes, and support the tender committee in organizing meetings and evaluations. The position also involves monitoring payments and ensuring timely submission of payment requests to the finance department, as well as preparing monthly procurement reports for the Country Logistics Manager.
Duties and Responsibilities:
Consult and support program and support staff in generating Purchase Requests (PRs) and conducting market surveys.
Ensure proper electronic logistics filing in Office365 SharePoint and maintain hard copies of documents.
Update the PR Tracker daily and follow up on Contracts/Long-term Agreements tracker and other relevant trackers.
Coordinate closely with the tender committee to organize meetings, share information, and facilitate the evaluation process.
Document meetings and advise on procurement guidelines while communicating with bidders.
Support the procurement process by preparing bid analyses, comparison tables, and bid opening meeting minutes.
Collect, check, and verify vendor invoices and relevant documents.
Follow up to ensure timely submission of payment requests to Finance and manage a payment tracker.
Utilize the ERP/Agresso tool and KPIs to monitor procurement activities and prepare monthly reports. 1
Report any potential fraud cases to the Line Manager.
Required Qualifications:
Bachelor's degree in a relevant discipline such as Supply Chain, Logistics, or Marketing.
Minimum of two years of experience in Logistics or Procurement.
A course in Supply Chain or Logistics is considered a plus.
Previous experience in Procurement within a humanitarian or development context is advantageous.
Experience working in complex and volatile contexts is preferred.
Good knowledge of English and Bangla, both written and verbal.
Knowledge of Chittagonian is a plus.
Proficiency in MS Office applications (Excel, Word, PowerPoint, etc.).
Previous experience with procurement systems is beneficial.
Educational Background: A Bachelor's degree in a relevant field such as Supply Chain Management, Logistics, Marketing, or a related discipline is required for this position. Additional certifications or courses in Supply Chain or Logistics will be considered an asset and may enhance the candidate's qualifications.
Experience: Candidates must have a minimum of two years of relevant experience in Logistics or Procurement. Experience in a humanitarian or development context is highly desirable, particularly in complex and volatile environments. Previous exposure to procurement systems and processes will be beneficial for applicants.
Languages: Proficiency in English and Bangla is mandatory for this role, with both written and verbal communication skills being essential. Knowledge of Chittagonian is considered a plus, as it may facilitate better communication within the local context.
Additional Notes: The position is based in Cox's Bazar, Bangladesh, with a contract duration of 12 months. NRC is offering two positions for this role. The job entails approximately 20% travel. The monthly gross salary for this position is 58,097 BDT, along with a comprehensive benefits package that includes group insurance for staff and dependents, 24/7 psychosocial assistance, two festival bonuses, end-of-service benefits, and various types of leave (annual, casual, maternity, paternity, etc.).
