Job Overview:
The Finance Manager position is a critical role within the NRC Palestine Office, primarily responsible for overseeing the financial setup in accordance with NRC standards and supporting the implementation of various programs and projects. The Finance Manager will play a pivotal role in ensuring that NRC Palestine is well-equipped to respond to both current and future financial needs. This position requires strong leadership and engagement in all major financial actions, with a focus on capacity building for finance teams across the country. Duties and Responsibilities:
  • Strategic Leadership & Direction: Act as a strategic leader by providing clear direction and vision to the finance team, aligning organizational goals with key performance indicators (KPIs) that drive growth and efficiency. Ensure competent and motivated staff are hired and retained, manage internal and external financial risks, and implement NRC's anti-corruption policy. Be accountable for the work of implementing partners, including tracking payments and financial reports.
  • Financial Management & Oversight: Oversee the implementation of finance-related policies and procedures, ensuring compliance and success across country and area offices. Provide financial advice to budget holders, ensuring alignment of resource allocations with organizational priorities. Maintain accurate financial and operational data for decision-making and ensure that country standard financial systems are established and maintained.
  • Budgeting & Reporting: Maintain overall budget control, monitor cash flows, and oversee budgeting processes. Lead the development and review of the Master Budget, ensuring all funding gaps are covered. Prepare forecasts of annual income and ensure proper use of monitoring tools for project spending. Elaborate finance reports for donors and ensure compliance with donor regulations.
  • Compliance: Conduct thorough financial analyses to identify potential risks and develop mitigation strategies. Ensure compliance with all accounting principles and local regulations, and perform audit and compliance checks on finance matters across all related offices. Update and follow up on financial standard requirements for local partners.

Required Qualifications:
  • Minimum of 5 years of experience in a senior financial role within a humanitarian or recovery context.
  • University degree in finance, accounting, or a relevant field.
  • Proven experience managing large and dynamic portfolios, preferably in emergency response situations.
  • Documented results related to the responsibilities of the position.
  • Solid knowledge of leadership skills and modern accounting systems.
  • Proficient in computer software relevant to finance and accounting.

Educational Background:
A university degree in finance, accounting, or a related field is required for this position. This educational background is essential to ensure that the Finance Manager possesses the necessary theoretical knowledge and practical skills to effectively manage financial operations and compliance within the organization.

Experience:
The ideal candidate should have a minimum of 5 years of experience working in a senior financial role, particularly in humanitarian or recovery contexts. This experience should include managing large and dynamic financial portfolios, with a focus on emergency response situations. The candidate should also have a proven track record of achieving results related to the responsibilities of the position, demonstrating their capability to lead financial operations effectively.

Languages:
A good command of English, both written and verbal, is mandatory for this position. Proficiency in additional languages relevant to the region may be considered an asset, enhancing communication with diverse stakeholders and partners.

The position is based in the Jerusalem country office, with a contract duration of 1 year, renewable based on funding, need, and performance. The role requires travel of approximately 25% within the country operations in Palestine and Jordan.
