Job Overview:
The Analyst position within the Budget Cycle and Member Relations (BCMR) Unit of the Programme, Budget and Financial Management Service (EXD/PBF) at the OECD is designed to provide analytical and administrative support for key processes related to the integrated management cycle of the OECD. The selected candidate will collaborate closely with internal and external stakeholders and report directly to the Head of the BCMR Unit. The role's primary focus includes supporting the Programme Implementation Report (PIR) End-user Survey, the Medium-term Orientations (MTO) Survey, and other initiatives relevant to the Budget Committee. The Analyst will also engage in transversal projects related to corporate reform, data analysis, budget management, and communications, ensuring a coordinated approach across the service.

Duties and Responsibilities:
The Analyst will be responsible for a variety of tasks including:
  • Survey Administration, Data Management, and Analysis: - Preparing the PIR end-user Survey by coordinating with over 1,000 Committee Delegates and creating tailored survey instruments. - Assisting in the preparation and review of the PIR and MTO processes. - Conducting data management and analysis on survey results, including trend analysis related to product usage and budget estimates. - Extracting data from sources such as SAP, BusinessObjects, and PowerBI dashboards, and presenting results clearly. - Supporting the implementation of the MTO Survey and analyzing results. - Assisting with other corporate projects as needed.
  • Reporting and Communications: - Developing strategic analytical reports and data visualizations for senior management and various committees. - Preparing communications to Members and Directorates regarding survey results, ensuring key messages are clear and concise. - Maintaining relationships with stakeholders to facilitate the work of the EST Division. - Acting as a contact point for end-users and resolving queries. - Conducting additional research and analysis to support budgeting, planning, monitoring, and evaluation projects.

Required Qualifications:
The ideal candidate should possess a university degree in financial management, business administration, data and statistics, public policy, or a related discipline. They should have at least 3 years of relevant professional experience, preferably in an international context. The candidate must demonstrate the ability to analyze complex information, identify problems, and propose solutions to enhance operational efficiency. Strong verbal and written communication skills are essential, along with a data-driven mindset and a commitment to service and teamwork. Proficiency in Microsoft Office Applications, particularly Excel and PowerPoint, is required, and experience with PowerBI, BusinessObjects, and SAP is advantageous.

Educational Background:
Candidates must have a university degree in a relevant field such as financial management, business administration, data and statistics, public policy, or other related disciplines, including STEM and data science areas. This educational background is crucial for understanding the complexities of financial management and data analysis required for the role.

Experience:
A minimum of 3 years of relevant professional experience is required for this position. Candidates should have experience in analyzing complex information, identifying risks, and proposing alternatives to enhance efficiency and customer service. The ability to work independently while managing conflicting requests and meeting strict deadlines is essential. Experience in an international context is preferred, as it aligns with the OECD's global operations.

Languages:
Fluency in one of the two OECD official languages, English or French, is mandatory, along with knowledge of the other language and a commitment to achieving a good working level. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to communicate effectively in a diverse environment.

The position offers an open-ended appointment with no foreseen end date. The monthly salary starts at 4,943 EUR, with allowances based on eligibility and exempt from French income tax.
