Job Overview:
The Finance Coordinator position is crucial for leading the budgeting work within the NRC Palestine office, specifically focusing on the West Bank and Gaza Strip. The role involves technical supervision of budget matters, ensuring compliance with donor regulations, and supporting the finance manager in project creation within the Agresso accounting system. The coordinator will be responsible for preparing multi-area budgets, financial reports, and ensuring that all project budgets are accurately updated and approved. This position requires strong collaboration with various stakeholders, including finance and program staff, to enhance understanding of budgeting and reporting processes. The Finance Coordinator will also play a key role in training staff on donor regulations and identifying necessary changes to these regulations.

Duties and Responsibilities:
  • Lead the budget work in the West Bank/Jerusalem office and provide technical supervision for budget matters in the Gaza office.
  • Act as the focal point with the regional advisor in the Middle East Regional Office (MERO) for all budget-related issues.
  • Assist the finance manager in creating new projects within the Agresso accounting system.
  • Collaborate in the preparation of multi-area budgets and financial reports.
  • Update budget and reporting rates in Agresso, ensuring that exchange rates are updated monthly for Grant Reporting Mechanisms (GRMs).
  • Ensure all project budgets transition from draft to approved status.
  • Conduct monthly meetings with Program Development Managers (PDMs), Heads of Programs (HOP), and Country Directors (CD) to review financial reports.
  • Review donor financial reports from all areas to ensure compliance with NRC and donor guidelines.
  • Review donor budgets from all areas for compliance with NRC and donor guidelines. 1
  • Train finance and program staff on budgeting, reporting, and donor regulations, while leading the identification of changes to these regulations and organizing training sessions. 1
  • Undertake any other reasonable tasks assigned by management. 1
  • Collaborate with West Bank/Jerusalem and Gaza offices to update Budget vs Actuals (BvAs) on a monthly basis. 1
  • Be responsible for BvAs at the grant level and act as the focal point for budget monitoring for GRMs. 1
  • Manage CO, regional, and Oslo cost allocation and BvAs. 1
  • Verify financial aspects of Purchase Requests (PRs) and Purchase Orders (POs) according to the authorization table. 1
  • Conduct financial verification of consultancy contracts, bid analysis revisions, and participate in bid committee meetings.

Required Qualifications:
  • Proven experience working as a Finance Coordinator in a humanitarian or recovery context.
  • Previous experience in complex and volatile environments.
  • Familiarity with major donors and their requirements.
  • Strong command of English and Arabic, both written and verbal.
  • Knowledge of Palestinian and Israeli financial laws is essential.
  • Proficiency in Excel and its functions is required.

Educational Background:
A relevant degree in finance, accounting, or a related field is typically required for this position. Additional certifications in financial management or accounting would be advantageous.

Experience:
Candidates should have substantial experience in finance coordination, particularly within humanitarian contexts. Experience in managing budgets, financial reporting, and compliance with donor regulations is essential. Familiarity with the Agresso accounting system or similar financial software is preferred.

Languages:
Mandatory languages include English and Arabic, with a strong emphasis on both written and verbal communication skills. Knowledge of Hebrew is preferred but not mandatory.
