Job Overview:
The Partnership Manager will play a crucial role in leading the implementation of NRC Moldova's partnerships and localization strategic objectives. This position is essential for contributing to the sustainability of programs and ensuring high-quality service delivery. The Partnership Manager will be responsible for coordinating efforts across various departments within NRC, including support, program, health, safety, and advocacy, to engage effectively with partners. The role requires strategic thinking and the ability to navigate complex social, economic, and political landscapes to foster successful partnerships. The Partnership Manager will also be tasked with conducting field visits to partner activities, providing coaching and mentoring, and ensuring adherence to NRC's Safe & Inclusive Programming Minimum Standards.

Duties and Responsibilities:
  • Manage the Partnership Unit by ensuring a coordinated approach among NRC staff across all departments in engaging with partners.
  • Liaise with program teams to support strategic thinking around partnership and landscape mapping, including the identification, screening, and contract management of partners.
  • Stay informed about evolving trends that may impact partnerships and project development.
  • Support senior staff in organizing meetings with local actors and facilitate negotiations with partners to achieve mutually beneficial terms.
  • Proactively address conflicts and misunderstandings between NRC and partners.
  • Conduct field visits to partner activities and provide coaching and mentoring.
  • Lead the design and implementation of localization initiatives focused on capacity strengthening.
  • Ensure compliance with NRC’s project cycle management approach and donor regulations.
  • Oversee the implementation of localization and capacity strengthening initiatives, developing an annual plan for capacity strengthening. 1
  • Monitor partner learning progress and report on challenges and achievements. 1
  • Facilitate cross-learning and exchange sessions among partners to enhance networking and peer-to-peer mechanisms. 1
  • Build internal staff capacities to improve skills and knowledge required for effective partnership management.

Required Qualifications:
  • A Bachelor’s degree or equivalent in a related field is required; a Master’s degree is preferred but not mandatory.
  • A minimum of 3 years of experience working with NGOs or international organizations in roles related to grants management or partnerships.
  • Proven track record of documented results related to the responsibilities of the position.
  • Strong coordination skills and the ability to manage tasks and work processes under tight deadlines.
  • Excellent communication skills, both written and verbal, in English.
  • Fluency in Romanian and/or Russian is required, including speaking, reading, and writing.

Educational Background:
Candidates must possess at least a Bachelor’s degree in a relevant field. A Master’s degree is considered an asset but is not a strict requirement for this position. The educational background should ideally be related to international relations, development studies, or a similar discipline that equips the candidate with the necessary knowledge and skills for partnership management.

Experience:
The position requires a minimum of 3 years of relevant experience in the NGO sector or with international organizations, specifically in roles that involve grants management or partnership-related duties. Candidates should have a demonstrated ability to achieve results in similar roles and possess experience in managing partnerships effectively.

Languages:
Fluency in English is mandatory, both in written and verbal communication. Additionally, candidates must be fluent in Romanian and/or Russian, with proficiency in speaking, reading, and writing in these languages being essential for effective communication with partners and stakeholders.

Additional Notes:
The duty station for this position is Chisinau, Republic of Moldova, with a contract duration of 12 months. The role requires travel of at least 30%. Salary and benefits will be determined according to NRC's grade 9 national scale for Moldova. It is important to note that NRC is unable to provide work permits or visa sponsorships for this position, so citizens of Moldova are highly encouraged to apply.
