Job Overview: The Associate Advisor – Energy (AA-E) will be part of the Energy Team within the Office of the Quartet (OQ), reporting directly to the Director of Energy. This position requires close collaboration with other team members and stakeholders to advance sectoral objectives with minimal supervision. The AA-E will be responsible for delivering the Terms of Reference (ToR) and additional tasks assigned by the line manager, contributing to the implementation of the Sector Strategy and Workplan. The role involves undertaking original research, providing sectoral insights, engaging with stakeholders, and managing workstreams. The AA-E must maintain high standards of confidentiality due to the sensitive nature of the work.
Duties and Responsibilities: The AA-E will undertake original research, including advanced technical and economic analysis, and provide insights and recommendations to the Director of Energy and the energy team. Responsibilities include drafting actionable briefings, policy briefs, and strategy documents, as well as maintaining relationships with external stakeholders such as the Palestinian Authority and the international community. The AA-E will coordinate the delivery of workstream deliverables, manage consultants, and support monitoring and evaluation efforts. Additionally, the role involves cross-program collaboration, capacity building, and communication outreach, including drafting high-quality reports and proposals.
Required Qualifications: Candidates must possess a Bachelor’s degree in engineering, economics, law, international relations, development management, or related fields. A Master’s degree is desirable and may compensate for some years of experience. Certifications such as PMP, Prince II, or PPP (Public Private Partnership) Certification are considered assets. Candidates should demonstrate strong knowledge in energy sectors such as renewable energy, energy access, and energy finance, along with experience in public-private partnerships and stakeholder engagement.
Educational Background: A minimum of a Bachelor’s degree in relevant fields is required, with a Master’s degree preferred. The educational background should align with the responsibilities of the position, particularly in areas related to energy and development management.
Experience: Candidates should have a minimum of 4 years of relevant work experience with a Bachelor’s degree or 2 years with a Master’s degree. Experience in energy sectors, public-private partnerships, and stakeholder engagement is essential. Familiarity with the local political and economic context is desirable, as is experience in research and analytics.
Languages: Excellent command of written and spoken English is mandatory. Working knowledge of Hebrew and Arabic is advantageous, enhancing communication with local stakeholders and partners.
Additional Notes: This is an IICA position, with a contract level of ICS9 and a duration of 12 months, subject to budget availability and satisfactory performance.
