Job Overview:
The consultant will provide technical input to support the piloting and implementation of the electronic Public Health Emergency Management software (ePHEM) across countries in the Eastern Mediterranean Region (EMR) and beyond. This role is crucial for enhancing the functionality of the Public Health Emergency Operations Centers (PHEOCs) by integrating a robust information management system. The consultant will be involved in various activities, including assisting countries with their specific needs for ePHEM implementation, addressing technical issues, and ensuring that the software is effectively integrated into existing emergency management frameworks. The position requires a proactive approach to communication and collaboration with country representatives and stakeholders to facilitate the successful deployment of ePHEM.

Duties and Responsibilities:
The consultant will be responsible for several key outputs and deliverables. Firstly, they will support community piloting and implementation of ePHEM by addressing countries' requests, assisting in the preparation of requirements for implementation, and managing maintenance requests during the initial phase. They will also engage in regular communication with ePHEM focal persons to oversee system implementation and maintain a community of practice for sharing experiences. Secondly, the consultant will document and develop technical products for ePHEM, including drafting a user manual, preparing training modules, and contributing to technical demonstrations. Lastly, they will support PHEOC training and public health emergency management simulation exercises, assisting in the development and delivery of training programs and coordinating simulation exercises to test PHEOC functionality.

Required Qualifications:
The position requires a first-level (Bachelor’s) university degree in a health discipline, public health, health information technology, or a related field. An advanced university degree in information management, epidemiology, public health, humanitarian emergencies, or disaster management is desirable. The consultant should possess outstanding interpersonal and diplomatic skills, high-level communication abilities, and solid knowledge of planning and implementing electronic software. Strong presentation and writing skills are also essential for this role.

Educational Background:
Candidates must hold at least a Bachelor’s degree in a relevant field such as health, public health, or health information technology. An advanced degree in a related area is preferred, indicating a higher level of expertise and understanding of the complexities involved in public health emergency management.

Experience:
The consultant should have up to five years of relevant experience, demonstrating a successful track record in public health emergency operations, all-hazards surveillance, and emergency management at either the national or regional level. Experience in implementing information systems software to support operations and information management is also required, showcasing the candidate's ability to handle technical aspects of the role effectively.

Languages:
Expert level proficiency in both Arabic and English is mandatory for this position. This bilingual requirement is crucial for effective communication with stakeholders and for the development of training materials and documentation in both languages.

Additional Notes:
The consultancy is expected to last for a maximum of 11 months, with a planned timeline of 10 months, starting from November 20, 2024, to September 19, 2025. The consultant will work remotely, and any necessary travel will be arranged by WHO, with the consultant responsible for fulfilling visa requirements. A medical certificate of fitness for work will be required, and the consultant will receive a subsistence allowance while on mission. The remuneration falls under the international pay band B, and the position may also be used to identify candidates for similar consultancies at the same level.
