MOPAN is serviced by a Secretariat hosted by the Development Co-operation Directorate (DCD) at the OECD, and it emphasizes the importance of knowledge sharing and stakeholder trust.

Job Overview:
The Programme Assistant will play a crucial role in ensuring the efficient functioning of MOPAN by managing a variety of organizational and administrative tasks. This position requires a proactive individual who can handle travel arrangements, procurement processes, and logistical support for meetings and events. The Programme Assistant will also be responsible for maintaining knowledge management systems, assisting with communications, and supporting the production of assessments and studies. The role demands a high level of organization, attention to detail, and the ability to work collaboratively within a multicultural team. The selected candidate will report directly to the MOPAN Resource Management Advisor and will be integral to the smooth operation of the Network.

Duties and Responsibilities:
1. Travel and Procurement Management: Organize business travel for staff and guests, including bookings, visa applications, and expense claims. Process financial commitments and maintain accurate records, including complex procurement processes. Organize meetings and events logistics, ensuring compliance with OECD rules. 2. Knowledge Management: Maintain effective knowledge/document management systems, ensuring accessibility for audits and archiving of MOPAN’s information. Develop expertise in software systems and contribute to team training. 3. General Programme Support: Provide ad hoc support for MOPAN activities, including communications, production of assessments, and internal team workflow management. Assist in proofreading and formatting documents according to MOPAN standards.

Required Qualifications:
Candidates must possess a good level of secondary education or higher, along with relevant professional experience in administrative and internal management roles. A successful track record in processing transactions in accordance with financial regulations is essential, as is experience in project coordination and relationship management. Candidates should demonstrate proficiency in using modern software tools and have the ability to innovate in a technology-driven environment. Experience in creating and maintaining websites or platforms, as well as proofreading and editing documents, is advantageous.

Educational Background:
A good level of secondary education is required, with further education or qualifications in relevant fields being beneficial. Candidates should have a strong interest in administrative functions and organizational management.

Experience:
Relevant experience in administrative roles is necessary, with a focus on processing transactions, project coordination, and relationship management. Candidates should have a proven ability to thrive in a fast-paced, technology-driven environment and demonstrate experience in designing workflows for efficiency.

Languages:
Fluency in English is mandatory, with native proficiency preferred. French fluency is desirable, and proficiency in a third language is considered an attractive asset.

Additional Notes:
The position is a 13-month fixed-term appointment with the possibility of renewal. The monthly salary starts at 3,705.85 EUR, plus allowances based on eligibility, and is exempt from French income tax.
